- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this sources sought notice is for information gathering and planning purposes only for a service to be conducted for Laughlin AFB. This is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. SYNOPSIS: The 47th Contracting Flight, Laughlin AFB TX, is considering the procurement of the following service. This notice does not obligate the government to award a contract or any other type of contractual document. CLIN 0001 - 36 each Service, for qualified individual or firm to conduct the Motorcycle Safety Foundation (MSF) "Basic Rider Course" (BRC) for military motorcycle operators assigned to Laughlin AFB. Training must be conducted in accordance with all current MSF and USAF directives (AFI 91-207 Chapter 4 paragraph 4.5) pertaining to motorcycle operators. The instructor(s) must be certified by MSF to teach the course. Period of performance will be 1 Oct 2014 - 30 Sep 2015 and four option years. Contractor must furnish facility, materials and motorcycles for all courses. The "Basic Rider Course" shall be conducted at the contractor's certified training location-Not to Exceed 175 miles from Laughlin AFB, Texas. CLIN 0002 - 30 each Service, for qualified individual or firm to conduct the Motorcycle Safety Foundation (MSF) "Advanced Rider Course" for military motorcycle operators at Laughlin AFB, Texas. Military dependents, retired military and DoD civilians assigned to Laughlin AFB may attend on a space available basis. Training must be conducted in accordance with all current MSF and USAF directives (AFI 91-207 Chapter 4 paragraph 4.5) pertaining to motorcycle operators. The instructor(s) must be certified by MSF to teach the course. Period of performance will be 1 Oct 2014 - 30 Sep 2015 and four option years. Courses will be held at Laughlin AFB. SCHEDULE OF TRAINING : Training will be conducted as needed to meet the requirement. Schedule of training will be coordinated through and published by 47 FTW Wing Safety. Contractor will provide the "Advanced Rider Course" (ARC) the third Saturday of each month starting at 0800 hours beginning October 2013. Once established, the Wing Safety Office will publish the class dates. Once the schedule is published, the contractor is required to comply. Contractor may need to periodically conduct course during normal duty hours (Monday - Friday, 0730 - 1630 hours). Duty day course will be on an as needed basis. Contractor will be notified in advance if and when a duty day course is needed. Please provide a statement that contains the following : - Capability of providing this service - Small business size status of the company NOTE: All vendors must be currently registered in the System for Award Management (SAM) in order to be eligible for a contract award.
