- Description
- The Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Computational Chemistry Group, intends to negotiate on a sole source basis with Cambridgesoft Corporation/Perkin Elmer of Waltham, MA, for the renewal of an existing software license for ChemBioDraw software. The Computational Chemistry Group develops, validates and applies computational chemistry methods for estimating and predicting the chemical and physical properties of molecules; evaluates new theories, models, estimation methods, and computational techniques for the study of physical-chemical properties of molecules, including thermochemistry, kinetics, reaction mechanisms as well as electrical, magnetic and optical properties of materials; compiles and disseminates comparisons of computational predictions with experimental measurements to provide a framework upon which to establish the accuracy and precision of computational methods; and develops resources to provide guidance to researchers in industry, academia and national laboratories in the use of computational chemistry methods. To meet its mission, the Computational Chemistry Group utilizes proprietary software, called ChemBioDraw. This software consists of a chemical and biological suite that includes the ability to draw 2d chemical structures or create them from a chemical name, properly name chemical compounds from their 2d structural information, and convert 2d chemical structures to 3d structures. This software is a key component in a workflow for producing computed structural data on compounds contained in the NIST Chemistry WebBook, and has been used to create or validate more than 50,000 chemical structures. The Contractor shall provide a site license for ChemBioDraw Ultra. The site license shall cover unlimited use of the software as well as all updates, released during the period of performance. The period of performance shall be for a one year base period with four one year option periods. Sole source determination is based on the following: NIST requires 100% compatibility with the software already in use. If an alternate software program were used, NIST would face a risk of data incompatibility, that chemical information would not be correctly displayed due to missing features, or that NIST's existing files would not be useable at all. Such a loss would negatively impact research programs, delay the mission of the Group and cost NIST thousands of dollars to recreate necessary records. The above referenced software is a commercial item that was manufactured by Cambridgesoft/Perkin Elmer. Cambridgesoft/Perkin Elmer has proprietary rights to the software and is the sole manufacturer and distributor. They have no authorized resellers, therefore, only they can supply the required license. The North American Industry Classification System (NAICS) code for this acquisition is 511210 and the size standard is $38.5 M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 25, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
