- FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT: Mission Installation Contracting Command Center (MICC), Fort Belvoir, Virginia is seeking a contract vehicle that provides high speed air to ground broadband internet service which allows unlimited data transfer from aircraft to ground and from ground to aircraft with a monthly service cost. This is a sources sought notice and should not be construed as a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the Mission Installation Contracting Command Office (MICC), Fort Belvoir, Virginia to award a contract on the basis of this sources sought request. This sources sought is unrestricted. The North American Industry Classification System (NAICS) classified for this effort is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Small Business Size Standard 750 employees. CONTRACT INFORMATION: Mission Installation Contract Command (MICC), Fort Belvoir, VA is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing high speed air to ground broadband internet service which allows unlimited data transfer from aircraft to ground and from ground to aircraft with a monthly service cost. The MICC, Fort Belvoir anticipates a FIRM-FIXED-PRICE contract for a period of performance for one base year of twelve (12) months and four (4) one year options. Your company must have a DUNs number and be registered on-line at System for Award Management. Your on-line SAM registration will cover any/all of your offers to the Federal Government, and only needs updated annually. BROAD DESCRIPTION OF WORK: The basic service objective is to have a high speed air to ground broadband internet service which allows unlimited data transfer from aircraft to ground and from ground to aircraft with a monthly service cost. REQUIREMENTS: DOD 4500.56 designate Congress and specific DOD officials as Tier 1 and 2 travelers and require that those officials fly on military aircraft equipped with secure communications, defensive systems and other high level support while on official business. In addition, the requirement validation dated 21 June 2011 signed by the director of the Army staff states that immediate upgrades to the C-37B aircraft include quote mark installation of AirCell (Axxess) quote mark to improve voice data communications while operating over CONUS and Alaska. The service required for the C-37's is as follow: A) Vendor-AirCell. Installation of AirCell (Axxess) which will improve the air to ground/line of sight (voice data) cellular communication while operating over CONUS and Alaska. B)Vendor-AirCell. Installation of AirCell (Iridium) which will provide secondary (redundant) worldwide voice capability, independent of the INMARSAT. C) Vendor- EMS Aviation. Router, Lan, Wi-Fi, and Swift Broadband system upgrades will increase throughput and reliability of the Aircraft to Ground networks. The internet service shall be operational from altitudes of 2000-45,000 feet within line of sight of service provider's Air to Ground (ATG) system. All interested firms shall submit a capabilities package and email to daniel.m.quinn1.civ@mail.mil. Submission shall be received by 12:00 PM, Eastern Time, 18 August 2014 and shall not exceed five (5) one-sided, 8-1/2 x 11 pages. This Sources Sought is only for market research purposes in accordance with Federal Acquisition Regulation part 10. This sources sought does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to the sources sought marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Interested offeror's shall submit in a written format via email to daniel.m.quinn1.civ@mail.mil. Phone calls and fax transmittals in response to this sources sought will not be accepted. Personal visits for discussing this announcement will not be scheduled.
