- SINGLE SOURCE PUBLIC ANNOUNCEMENT US NOTAM (USNS) REPLACEMENT TO FEDERAL NOTAM SYSTEM (FNS) This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4 - Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2. The purpose of this announcement is to inform industry of the FAA's intent to contract, in an amount greater than $100,000, via single source contract procedures. I. INTRODUCTION/STATEMENT OF INTENT The Federal Aviation Administration (FAA) intends to award a twelve (12) month single source contract to the CNA Corporation. The period of performance of this single source contract will be from September 1, 2014 “ August 31, 2015. II. DESCRIPTION OF SUPPLIES/SERVICES The FAA Aeronautical Information Management Directorate has a need for system engineering and analytical support for operational improvements to the Federal Notice-To-Airmen (NOTAM) System (FNS) and decommissioning of a legacy operational system, the United States NOTAM System (USNS) for managing NOTAMS. The primary objective of this work is the integration of features and functionality from the USNS into the FNS and subsequent decommissioning of the USNS. Support includes system requirements development, system architecture analysis, operational concept analysis, validation and verification, business process modeling and analysis, data mapping and analysis, and development of aeronautical information scenarios relevant to the respective task capabilities. Sample systems engineering deliverables of what the Contractor must provide the Government could include conceptual design documents, requirements documents, architecture diagrams, business process diagrams, and scenario documents. III. RATIONALE FOR SINGLE SOURCE Market analysis demonstrated that only one source demonstrated: 1.) the ability to provide all the requirements contained in the Draft USNS Replacement Statement of Work (SOW) in the required timeframe and 2.) direct and recent experience and capabilities with the services and requirements of the Draft USNS Replacement SOW.
