- Description
- The Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Surface and Trace Chemical Analysis Group, intends to negotiate on a sole source basis with ION-ToF USA of Spring Valley, NY, for an upgrade to an existing Time of Flight-Secondary Ion Mass Spectrometer (ToF-SIMS) that provides critical support to several NIST projects.. The Surface and Trace Chemical Analysis Group conducts research on the chemical and structural properties of matter by applying various ion based microscopies. The group researches fundamental aspects of standards development, instrument improvements, and data analysis challenges and provides problem-solving support to academia, government, and industrial collaborators who work in materials science, semiconductor technology, bioscience, environmental science, and homeland security. Detailed work includes, but is not limited to: autoradiography and nuclear track analysis; trace detection and identification of explosive and narcotic particles; separation, and isotope measurement of trace atmospheric particles. The STCAG has a Time of Flight-Secondary Ion Mass Spectrometer (ToF-SIMS) that provides critical support to several projects. The current Bismuth source offers a lateral resolution of more than 700 nm, mass resolution lower than 2000, and a maximum ion current of 0.14 pA that severely limits the capabilities of the instrument and the quality of the deliverable data. With the current lateral resolution, the instrument cannot resolve fine particles and chemical separations on surfaces, and the low mass resolution makes identification of sample chemistry difficult. The procurement of the new Bismuth Nanoprobe source and an upgrade of the analyzer electronics will enable full realization of program-based priorities that require high lateral resolution (less than 100 nm) and high mass resolution (more than 5000), and will allow NIST to provide cutting edge measurement development support to the worldwide SIMS community. The required ToF-SIMS system modifications are: -Installation of the Bismuth Nanoprobe cluster ion source, including electronics boards necessary to run the source, and additionally including, but not limited to, the analyzer blanker, controllers, high voltage (HV) crates, pulsing and timing systems, pneumatic valve, and turbomolecular pump(s); -Upgrades to the analyzer electronics, including a new computer with any necessary software changes so that all existing ion sources will work with the newly installed ion source. There are 3 existing sources: gas cluster ion beam (GCIB), liquid metal ion (LMI) source, and an electron impact (EI) source. The Measurement Explorer software must communicate with all existing hardware and the Bismuth Nanoprobe. The list of existing hardware includes, but not limited to: vacuum control unit; analyzer electronics; EI, and GCIB electronics; pressure gauges; and pneumatic valves. Sole source determination is based on the following: All of the equipment identified above is commercial in nature and was manufactured by ION ToF USA, Inc. ION ToF has proprietary rights to the existing equipment and is the sole manufacturer and distributor of the equipment. They have no authorized distributors or service providers. Therefore, only they can provide the required upgrade and install all required hardware and software to be fully compatible with the existing ToF-SIMS. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the small business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 25, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
