- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 611430. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below. SCOPE OF WORK: To provide a Nurse Case Management Review Course that provide attendees with an up-to-date knowledge about the best practices, knowledge of principles, legal and ethical considerations, and tools utilized in case management. The end goal is to assist the nurses to pass the certification exam and provide continuing education contact hours for those seeking recertification. The contractor shall provide nurse case managers with information to be utilized in their clinical case management practice, and review materials for nurse case managers desiring the nurse case management certification. Program objectives to include: Providing nurse case managers with the skills to utilize the concepts and knowledge gain throughout the course to prepare for the Nurse Case Management Certification. Providing nurse case managers with the knowledge and ability to review the national standards, resource management, legal and ethical considerations of the case management practice. Provide nurse case managers with concepts in identifying how data management can be used to demonstrate case management outcomes thus promoting safety, and consumer protection. Performance shall be according to the requirements contained in this Statement of Work (SOW). PERSONNEL ACCESS: Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation and/or facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. All contractor employees with access to government information system must be registered in the Army Training Certification Tracking System (ATCTS) at the commencement of services, and must successfully complete the DOD Information Assurance Awareness training prior to access to the information systems and then annually thereafter (only if they will have access to computer systems).. POINT OF CONTACT: The contractor shall provide a point of contact that shall be responsible for the performance of the work. The point of contact may be individual providing services in accordance with this statement of work. The contractor shall designate this individual, in writing, to the Contracting Officer (CO) before the contract start date. An alternate may be designated, but the contractor shall identify those times when the alternate shall be the primary point of contact. AVAILABILITY: The contractor shall provide a point of contact that shall be available via telephone Monday through Friday, 7:30 A.M. until 4:30 P.M. Excluding federal holidays. PERSONNEL REQUIREMENTS ENGLISH LANGUAGE REQUIREMENT: On site contract personnel shall read, understand, speak, and write English. EMPLOYEES: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. Contract personnel shall present a neat appearance and be easily recognized as contract employees. Contract personnel will be provided an EAMC identification badge. Contract personnel shall be incorporated in the coding teams of EAMC and participate in team meetings to include peer education, etc, in such a way that their status as contractors is transparent to other EAMC employees. EDUCATION AND TRAINING REQUIREMENTS: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. The contractor and all associated subcontractors shall brief all employees on the local WATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employee of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 days of contract award and within 30 days of new employees commencing performance with the results reported to the COR NLT 45 days after contract award. CERTIFICATION: Provide Professional education credits for workshop attendance. Provide nursing CEUs and workshops that are approved for ACHE Category II credits. Also provide all documentation required for CME accreditation. SOFTWARE PROFICIENCY: Contract personnel shall be proficient with Microsoft office programs of Word, Excel and Power Point. VALIDATION OF CURRENT CERTIFICATION: Within 30 days after contract award, the contractor shall provide to the QAE written verification of credentials for personnel. Verification may be a photocopy of the current year's certification card for each individual furnishing service under this contract. For each new calendar year, by the first duty day of February, the contractor shall provide to the QAE written verification of credentials, which may be a photocopy of the current year's certification card. Verification of experience and plans for certification must be submitted prior to an individual furnishing services in accordance with this contract. GOVERNMENT APPROVAL TO PROVIDE SERVICES: Approval is required before contract staff may be allowed to participate in the initial orientation program. CLEARANCES: National Agency Check (NAC) - Contractor personnel, with access to sensitive unclassified system operations, will have a completed NAC to occupy positions with appropriate sensitivity designations and be subject to an investigation commensurate with their position's sensitivity designation (i.e., ADP-I, II, or III) IAW DoD 5200.2-R. Sensitive unclassified systems process the following type of data: (1) Privacy Active of 1974 will be strictly adhered to and enforced. (2) Freedom of Information Act (3)Military Health System (MHS) procurement and proprietary data. STAFFING LEVEL. The Leader Development contractor partnership shall include the following services for Dwight David Eisenhower Army Medical Center: 1. Program planning and consultation to support partnership design and implementation. Planning support for senior leaders involved with the program includes guidance on program launch, participant selection, organizational education and preparedness, and opportunities for aligning classroom learning to organizational objectives. 2. Dedicated service team to help confirm curriculum delivery and teaching is aligned with organizational priorities, and that organization-specific issues, vocabulary, and performance objectives are addressed at every session. 3. Assessment tools, including workshop evaluations and a Leadership Diagnostic Survey, to monitor participant feedback and learning. Leadership Diagnostic Survey to measure the impact of Leader Development coursework on participant motivation, satisfaction, and success in application of learning. The survey can be administered in two ways. In the Participant Self-Report, participants complete the survey and assess the impact of the program on their own development and success in applying learning. In the Supervisor Evaluation, supervisors evaluate the growth and progress that they have seen from participants. Results are reported back to senior leadership to provide a composite assessment of participant progress. 4. Faculty-led, interactive onsite workshops that develop the leadership skills most critical to achieving the organization's development and performance objectives. World-class faculty rely heavily on interactive educational techniques, including a dynamic mix of facilitated discussions, case studies, games, multimedia, application exercises, self-evaluations, and role-play to go beyond training in specific skills to actually shift participants' perspectives and attitude. Further, faculty shall routinely incorporate organization-specific initiatives and data into teaching so that students quickly learn how to use newfound skills in the context of organizational issues and challenges. 5. On-demand learning through Harvard Manage Mentor Plus to provide participants with interactive, online self-study coursework on key skills required to tackle common business and staff challenges. The Harvard Manage Mentor Plus system was created by Harvard Business School Publishing in collaboration with healthcare leaders familiar with the unique problems hospital employees face. The combination of expert health care knowledge and leading business management expertise gives users an invaluable tool to facilitate leadership development. 6. Online access to worksheets, application guides, review materials, knowledge tests, and progress tracking tools HOURS OF OPERATION: Normal hours of operation are Monday through Friday, 7:30 A.M. until 4:30 P.M. excluding federal holidays. LIABILITY RESPONSIBILITY: The contractor will maintain adequate liability insurance coverage consistent with the risks associated with the performance of all services required for this project. EMERGENCY HEALTH CARE: EAMC will provide emergency health care to save loss of life or limb and preserve undue suffering for contract personnel for injuries or illness occurring while on duty at EAMC. These services will be billed to the contractor at the current reimbursement rate. PATIENT LISTS. Patient lists, no matter how developed, shall be treated as privileged information. Lists and/or names of patients shall not be disclosed to or revealed in any way for any use outside EAMC without prior written permission by the Medical Center Commander. RELEASE OF MEDICAL INFORMATION: Contract personnel will use patient information for this project only. The information shall be used to improve EAMC coding performance. All patient information related to the project shall be provided to the QAE at the conclusion of this tasking. The contractor shall maintain, transmit, retain in strictest confidence, and prevent the unauthorized duplication, use and disclosure of patient information. Contract personnel shall provide patient information only to employees, contractors and subcontractors having a need to know such information in the performance of their duties for this project. The contractor is responsible for training its employees regarding the confidentiality of the information they gather and process, to include its safeguarding and proper disposition. Documentation of training shall be provided to the QAE prior to the contract employee providing services. HEALTH REQUIREMENTS. Orientation if applicable: The contractor shall ensure that all contract personnel participate in EAMC orientation procedures for newly assigned personnel and annual refresher to include regulations specific to their professional specialty and hospital and Army policy and procedures. Adherence to annual EAMC training is required. Responses are due no later than 12:00 p.m. EST, Friday, 15 August 2014, and shall be electronically submitted to SFC Hamilton, Gregory at gregory.m.hamilton10.mil@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
