CENTER FOR OPERATIONAL ANALYSIS AND TEST & EVALUATION (XRADIA) SOURCES SOUGHT The Government is conducting market research and identifying, as potential sources, companies that may possess the expertise, capabilities, and experience to meet the requirement for on-site Maintenance for Versa XRM-500 or 520 High-Resolution 3D X-ray Tomography Microscope System, supporting the Air Force Institute of Technology (AFIT) at Wright-Patterson AFB, OH. CAUTION: This Sources Sought is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation, the U.S. Government is conducting market research. The intended purpose is to identify potential sources that may possess the expertise, capabilities, and experience to meet AFIT's requirements. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this sources sought. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this sources sought will be solely at the responding party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor this FedBizOps website for additional information pertaining to this sources sought. INSTRUCTIONS: 1. Below is a document containing a description of the XRadia requirement and a Contractor Capability Survey, which allows you to provide your company's capabilities. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. Questions relative to this market survey should be addressed via email to Zinnia Avalos (AFLCMC/PZIOA), zinnia.avalos@us.af.mil. Verbal questions will NOT be accepted.   PROGRAM DESCRIPTION This requirement is for on-site preventative maintenance of a Versa XRM 500 or 520 High Resolution 3D X-ray Tomography Microscope System performed at six month intervals and unlimited corrective maintenance service calls with software upgrades and parts included. For the initial portion of the contract, approximately the first six months, the equipment will be a Versa XRM 500 and then the instrument is planned to be converted into a Versa XRM 520 by the addition of dual source X-ray capability. Telephone and email support will also be required as part of coverage. Maintenance is to include on-site service at Wright-Patterson AFB, OH in Bldg 654, Rm 251. For parts that require being sent back this effort will include the awarded contractor sending a service engineer to WPAFB to remove the defective part, package and send back. Coverage will be for one base year with four additional optional years of coverage. REQUIREMENTS a. Description of On-site Service i. Description of On-Site Visits Maintenance is to be provided in Bldg 654, Rm 253 at Wright-Patterson Air Force Base, Ohio. Preventive maintenance (PM) service is to be performed at six month intervals with unlimited corrective maintenance (UCM) service calls. Man on site response time is to be no more than 72 hours (3 business days). On-site coverage is to be eight hours per day, Monday to Friday, except on federal holidays within the core hours of 0900 to 1700 Eastern Standard Time (EST). ii. Parts and Materials Preventive maintenance and corrective maintenance parts will be provided by the contractor. Software updates will be provided by the contractor. All defective parts/materials which the contractor has replaced with new parts will become the property of the contractor. "New parts" are defined as replacement items that are new to WPAFB, which could be either brand-new, never-before-used parts, or OEM-refurbished parts. Software upgrade and parts are to be provided by the contractor. iii. Semi-annual PM Schedule The Government will contact the contractor semi-annually (every 6 months) to schedule the PM service. If additional preventive maintenance is required due to inadequate service performed by the contractor then the contractor will be required to provide these at no cost to the government. If additional service is requested due to changes being requested via a contract modification then the government will be responsible for funding these additional requirements. The contractor is cautioned not to perform additional work beyond the scope of the current contract without prior approval of the Contracting Officer (CO). Payment for these changes will be either via the Government Purchase Card (GPC) or by the process specified in the contract modification. iv. Equipment Removal The contractor will not remove any accessory from WPAFB without prior written approval from AFRL/RXCCP. v. Training One training session at WPAFB per maintenance year to be performed during one of the PM visits, to be arranged and confirmed at least two weeks prior to the scheduled visit. The training duration will be two days for up to four users. b. Field Service Support The contractor is to provide field service telephone technical support from 0900-1700 EST with a response time of two business hours or less. The contractor is to provide remote system diagnostic support. b. Telephone and Email Support i. Description: The contractor will provide telephone and email support to resolve Governments requests, inquiries or malfunctions. If there is an issue that cannot be resolved via telephone or email consultation, an onsite repair is required and covered by this Agreement. The contractor will confirm with the Government prior to scheduling the onsite visit. The contractor will be responsible for all costs incurred, including labor, travel, materials, and shipping (as required) in providing this service. ii. Schedule of Telephone & Email Consultations: Telephone or email support will be between 0900 and 1700 EST, Monday-Friday, excluding federal holidays. The vendor will make every effort to acknowledge receipt of a request or inquiry in a timely manner. CONTRACTOR CAPABILITY SURVEY Part I. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of performing at least 50% of the entire scope of the COATE effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. The clause reads, in part, as follows: "Limitations on Subcontracting (Dec 1996)... (b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (1) Services (except construction). Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. ATTENTION all potential respondents: The acquisition strategy for this program has not been finalized. If this acquisition is not set aside for small business, it is anticipated that the contract may contain a small business utilization requirement. Please provide feedback on the requirement and what areas are likely candidates for SB subcontracting.   Part II. Capability Survey Questions 1. Describe briefly the capabilities of your facility and the nature of the services you provide. Include a description of your staff composition and management structure. 2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Describe your company's capabilities for generating, handling, processing and storing classified material and data. 4. Describe your company's capabilities for generating, handling, processing and storing technical reports. 5. Describe your company's capabilities and experience in providing statistical, technical test & evaluation support to identified acquisition programs. Identify what software programs are utilized to generate these data products and what formats are available for delivered items. 6. Are there specific requirements in the documentation that we provide that would currently preclude your product/service from being a viable solution to our requirement? 7. Describe your capabilities and experience in managing website content projects and development of tracking databases, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. 8. The response to Part I. Business Information should be single spaced, 12pt font. The response to Part II. Capabilities should be limited to no more than 20 pages (8.5x11 inches), single spaced, 12pt font. In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. The Air Force will handle proprietary items in accordance with FAR 2.101 and 3.104. Responses to questions from interested parties will be promptly answered and posted on this FedBizOps website, unless some release of proprietary information is involved or the answer addresses a question peculiar to a company or that company's response. Information feedback sessions may be offered to respondents after the sources sought assessments are completed. An Industry Day (date to be determined) with one-on-one information sessions with respondents may be offered to clarify the Government's understanding of their submittal, the capability ramifications, or to discuss their business approach.
