- This proposed contract action is to rewrite the current application to improve the caller user experience and make the application more maintainable by DHA Global Service Center staff. This contract will consist of rewriting the Main Call Routing IVR application for the new environment with improved maintainability. The main DHA Global Service Center call routing IVR application will be rewritten to streamline and simplify the call flow options, improving callers' ability to get to their desired group more quickly and easily. Specifically, the Government will procure services to meet the following objectives: 1. Rewrite Main Call Routing IVR Application for New Environment 2. Routing bases on MHS Application Name 3. Administration Screens to Configure Applications & Routing 4. Menus for Disambiguation 5. Help Menus 6. Single Level Menus 7. Two Level Menus 8. Screen Pops 9. Professional Services Associated with Implementation 10. Contractor Application Administration Training 11. Customer Validation Testing 12. Change Management Process This is a new award, being used to modify an existing system. The Government already owns the AVAYA phone system. Interactive Northwest is the creator of the IVR refresh code needed to reprogram the Government's existing AVAYA systems, and Alliance Technology, LLC. is an authorized reseller for this IVR service via a partnership with Interactive Northwest. There are proprietary aspects to the code that other businesses will not have access to. International Northwest is the official partner of AVAYA and are the only ones allowed to create IVR software for AVAYA systems. The government currently uses AVAYA systems for the telecommunication attached to the Global Service Desk and using an unauthorized software developer to develop a new IVR would necessitate the replacing of all existing equipment. This is an expense that the Government does not wish to incur. Market research indicates other companies have similar products, but these products lack the particular features needed, or do not meet / cannot be modified to meet, the agency's needs. Because of this, the original installer and developer is being sole sourced the IVR refresh. The North American Industry Classification System (NAICS) for this requirement is 541519 and the size standard is 150 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and a written solicitation will not be issued. This announcement constitutes the only notice by the government; however any interested small business that believes it can meet the requirement must respond in writing in the form of a capability statement. Responses must include supporting evidence that is clear and concise which articulates the ability to comply with the requirement outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose to determine whether a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this procurement on a full and open competitive basis will be made based on the responses received. Determination is solely within the discretion of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the proposed contract will be awarded without further remark. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 5:00 pm EST, Tuesday, August 26, 2014.
