DESCRIPTION This is a Pre-Solicitation Notice following a Sources Sought Notice. The Network Contracting Office (NCO21) is issuing a Pre-Solicitation Announcement to set-aside for 100% Small Businesses (SB) who can provide Underground and Aboveground Storage Tank Testing and Monitoring for VA Palo Alto Health Care System for its facilities located in Palo Alto, Menlo Park, and Livermore. Please see the attached Statement of Work for specific details about the work required. The Government is tentatively planning a site visit for August 26th, beginning at 10:00 a.m. PST. If interested in attending the site visit, please contact Felicia.demita@va.gov and identify the following information at least one day in advance of the site visit: Name of company, name of Individual(s) to be in attendance, and telephone number to reach said individuals. Interested offerors will meet at building 3801 Miranda Ave, Palo Alto, CA 94304 Building 6 3rd floor Room C359. No questions will be permitted during the site visit. All questions must be submitted as a Request for Information to Felicia.demita@va.gov. Although there are three facilities that have the UST and ASTs, the VA intends to conduct a site visit only at the Palo Alto location. Please email Felicia.demita@va.gov if site visits at the other sites are necessary. Once the RFP is posted, please check it to see if there are any changes to the proposed date and time for the site visit. The NAICS code is 541620 with Small Business size of $15.0 million. The solicitation document, VA261-14-R-0957, will be posted on/about August 15, 2014. Eligible and interested vendors should download a copy of the solicitation and attachments from the FBO website (www.fbo.gov ). All questions must be submitted by email to felicia.demita@va.gov. No telephone questions will be accepted. Please note the due date established by the solicitation. IMPORTANT: Please take note of the following: In order to be considered a small business under this NAICS code, pursuant to FAR 52.219-14 Limitations on Subcontracting (NOV 2011), the resulting contractor must agree "that in performance of the contract ¦ at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."
