Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a notice of intent to issue a sole-source procurement action to Zebra Imaging, Inc, 9801 Metric Blvd, STE 200, Austin, TX 78758-5415 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The Army Research Laboratory (ARL) - Simulation & Training Technology Center (STTC) has a proposed procurement for transportation, maintenance, calibration, reinstallation and training of the holographic display from ARL-STTC to the University of Minnesota. This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to perform by responding to this notice by the specified closing date. This notice of intent is not a request for quotes; however the Government will consider all quotes received by the closing date specified in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This effort will require the following: Disassembly of the Zebra Motion Display (ZMD) System 1.Prepare for travel a.Define issue troubled tile is experiencing, b.Pack tools, equipment required for disassembly c.Book travel 2.Travel to Orlando 3.Disassemble ZMD a.Diagnose issue b.Prepare crating c.Disassemble ZMD system d.Pack ZMD in custom crates e.Send packed system to receiving dock for shipping f.Ship ZMD system 4.Return to home location a.Pack any additional tools required for identified repairs Installation and Training of ZMD System 1.Travel to Minneapolis 2.Installation of System a.Receive and verify condition of ZMD from shipping b.Unpack ZMD c.Repair known issue with single tile d.Assemble display e.Bring up display and validate components f.Calibrate system 3.Training on System b.Complete hardware training with U of MN personnel c.Train on the MedSim viewer application d.Review troubleshooting Disassemble the ZMD System (Minneapolis) 1.Prepare for travel a.Pack tools, equipment required for disassembly b.Book travel 2.Travel to Minneapolis 3.Disassemble ZMD a.Prepare crating b.Disassemble ZMD system c.Pack ZMD in custom crates d.Send packed system to receiving dock for shipping e.Ship ZMD system 4.Return to home location The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required Implementing Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. 52.006-4400 Intent to Solicit Only One Source The Government will award a contract resulting from this notice to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following two (2) factors shall be used to evaluate offers: (1) Technical capability and (2) Price. Award will be made to the lowest price technically acceptable offer. In accordance with FAR 5.207, all responsible sources may submit a quotation which shall be considered by the agency. All submissions and any questions regarding this request must be submitted VIA EMAIL to: briann.l.richardson.civ@mail.mil. Due to the urgency of this requirement, any submissions must be made by 5:00PM ET, Monday, 18 August 2014.
