Description
The Army Contracting Command - Warren (ACC-WRN) intends to issue a Request For Proposals (RFP) in support of the U.S. Army Center for Army Analysis (CAA), located at Fort Belvoir, VA. This requirement is for the procurement of a Feasibility Study to augment Infrared/Electro-Optical (IR/EO) Sensors to existing Army Air Missile Defense (AMD) Systems. The proposed contract is part of the Army Studies Program (ASP). The ASP is conducting this study to determine the feasibility of augmenting existing Army AMD radar systems (Sentinel and Patriot Radars) with infrared or electro-optical (IR/EO) sensors. This study will determine the feasibility and effectiveness of using existing or soon-to-be available (technology readiness level (TRL) 8-10) IR/EO sensors. The determination of the availability of the sensors shall be based on contactor's research in academic or government journals or other open source documents. The scope of this project shall be limited to a feasibility and initial performance estimate of existing or soon-to-be ready IR/EO systems with an end deliverable of a final project briefing and report. The objectives shall be to: a) Determine the characteristics of the IR/EO sensor required to detect, track, and acquire a fire-control lock solution against a threat armed with current technology countermeasures (decoys, maneuvering re-entry vehicles (MaRVs)) and/or electronic warfare (EW) systems (digital radio frequency memory (DRFM)). b) Conduct a literature review of available or soon-to-be available (TRL 8-10) IR/EO sensors (both domestic and foreign) to find suitable candidates. c) Conduct simulations at both waveform level as well as system-on-system level to determine the effectiveness of augmenting existing Army radar systems with IR/EO sensors. d) Recommend suitable candidate IR/EO systems in a final study briefing and final report. This acquisition will be a 100% Small Business set-aside. The period of performance will be 9-months from contract award. The Government anticipates a Firm Fixed Price (FFP) type contract. The anticipated issue date for the RFP is on or about 26 August 2014, with an anticipated date for receipt of proposals on 25 September 2014. The solicitation, amendments and other miscellaneous documentation will be posted to the Federal Business Opportunities (FBO) website at http://www.fbo.gov. It is the responsibility of each Offeror to review the website for notices of amendments, amendments and changes of information. Hard copies of documents will not be made available. Contact with Government personnel outside of ACC-WRN, by a potential Offeror regarding this acquisition is strictly prohibited. In order to be eligible for award, registration in the System for Award Management (SAM) database is required. To register, go to http://www.sam.gov. Award will be made on the basis of lowest price. Services will be procured using procedures in FAR part 15. The North American Industry Classification Code (NAICS) is 541990 with a small business size standard of $14,000,000.
