Description
This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy the agency requirement. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334419 with a small business size standard of 500 employees. AFRL/RIT requires a Radio Frequency (RF) Network Emulator for their in-house RF testing, modeling and simulation work. This hardware is a test and evaluation environment for mobile networks. The hardware and software will support integration of virtual and real RF devices including Multi Input Multi Output (MIMO) capable radios. The system will have the capability to record, store, and playback channel properties. To meet this requirement, the Government intends to negotiate a sole source contract Intelligent Automation Inc., 15400 Calhoun Drive, Suite 190, Rockville, MD 20855. Under the contemplated contract, Intelligent Automation Inc. will provide 12-node RF network emulator with the following requirements to meet the agency's needs: • 12-node digital RF Network Emulator • Frequency range 20 MHz to 6 GHz • Bandwidth 100 MHz • Capable of running Boeing CORE and NRL EMANE. • Has Visualization and Configuration tools, and test scripts • Has User Manual and System Instillation documentation. • Has Application Programming Interface (API) documentation. • Includes on-site support and training at customer facility. The Government has determined that no other source can meet the requirement. Intelligent Automation is the only manufacturer of the highly specialized RF network channel emulator that can fulfill the government's current requirement for a turn-key solution with the ability to support integration of real radio nodes and virtual radio/network with seamless communication between them. Intelligent Automation's current offerings of network emulator systems are state-of-the-art, and provide the necessary flexibility and digital control essential to the Government's requirement. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to leslie.christoferson@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 September 2014. A Sole Source Justification will be attached to this notice after award in accordance with applicable regulations.
