Synopsis: NOTICE FOR CONSTRUCTION PROJECT TO RENOVATE ROSTRUM AND ROADS (PROJECT NUMBER 865CM3047). The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-14-R-0047 for the following: Contractor shall completely prepare site for construction operations, including demolition and removal of existing pavement and rostrum stage, and furnish labor and materials and perform Work for construction of new rostrum stage, fencing guardrails, plaza paving, walks, and pavement replacement as required by Construction Documents at Golden Gate National Cemetery at 1300 Sneath Lane, San Bruno, CA and other specific tasks as further defined by the Request for Proposal (RFP). THIS IS A 100% TOTAL SERVICE DISABLE VETERAN OWNED SMALL BUISNESS (SDVOSB) SET ASIDE DESCRIPTION OF PROJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids for the project under Solicitation Number VA-786A-14-R-0047 for the following: General Construction: All work shown on the plans and described in the specifications and scope of work including but not limited to: ITEM 0001 - Contractor shall completely prepare site for construction operations, including demolition and removal of existing pavement and rostrum stage, and furnish labor and materials and perform Work for construction of new rostrum stage, fencing guardrails, plaza paving, walks, and pavement replacement as required by Construction Documents (Drawings and Specifications, as well as all other Contract Documents). MAGNITUDE OF COST: Between $1,000,000 and $2,000,000. CONTRACT DURATION: Performance period is estimated to be no more than 300 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 236220 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 15 to a responsible and responsive service-disabled veteran-owned small business responding to this solicitation. The bidder must be registered and CVE verified as a Service-Disabled Veteran-Owned Small Business with the Department of Veterans Affairs' VetBiz registry at http://www.vip.vetbiz.gov. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about August 11, 2014. SOLICITATION AMENDMENTS: Any amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging any and all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: Visits to the site by Bidders may be made only by appointment with the Cemetery Director, Ms. Kathleen McCall, 650-589-7737. Golden Gate National Cemetery is located at 1300 Sneath Lane, San Bruno, CA, 94066. All questions must be submitted in writing to garry.harris4@va.gov by close of business August 29, 2014. The cemetery director and cemetery personnel may not answer any questions.
