Description
This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy the agency requirement. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 750 employees. The Government requires a high speed digital RF recording system to be used in X-band data collections of wide-band signals. These data collections will span hours of continuous recording and thus require a combination of a fast sampling rate digitizer and a fast storage capability. It is also necessary to synchronize multiple geographically dispersed recording systems using GPS receivers. The Government intends to negotiate a sole source contract for the supply of this equipment to Alazar Technologies Inc., 6600 Trans-Canada Bureau 310, Pointe-Claire, QC, H9R 4S2, Canada. Under the contemplated contract, Alazar Technologies, Inc. will provide two (2) high speed RF data acquisition systems. Each system consists of: • a 12 bit, 1.8 GS/s digitizer capable of continuously sampling up to 900 MHz of RF bandwidth and real time streaming of the captured samples to the system memory. • a high speed data storage RAID level 5, which is capable of recording up to 24 TB of data at 1800 MB/s, and is capable of withstanding a failure of one (1) of the disk drives in the array. • a recording system which accepts external 10MHz reference input and phase locks the oscillators on the digitizer to the 10MHz external reference input. • a recording system which accepts external pulse per second (PPS) input and can trigger the digitizer and data collection on the external PPS input rising/falling edges. • An optional GPS module that can be used to trigger the sampling and recording of the RF input signal, which is required to synchronize multiple receiver systems to nanosecond precision. The government has determined that no other source can meet the requirement. Alazar Technologies, Inc's state of the art offering provides the unique capability to continuously sample an arbitrary RF waveform at 1.8 GS/s with 12 bit precision and to stream the sampled data to a 24 TB high speed RAID level 5 storage system at 1800 MB/s. Furthermore, the following capabilities will be provided: (1) the dynamic range of each sample can be adjusted from 12 bits down to 8 bits per sample by removing the lower 4 bits on the acquisition board before the data is streamed over to the system memory; (2) the 12 bit samples are packed such that two samples are represented by 3 bytes. Both of these configurations are designed to reduce the system memory bandwidth and allow: (1) continuous streaming of the 1.8 GS/s, 8 bit data stream to the 24 TB RAID level 5 storage system; or (2) continuous streaming of the 1.2 GS/s, 12 bit data stream to the 24 TB RAID level 5 storage system. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to the listed Point of Contact (POC) and must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 Sep 2014. A Sole Source Justification will be attached to this notice after award in accordance with applicable regulations.
