- Description
- NASA/AFRC has a requirement for a permanent magnet DC motor-generator (GVM210-400) and motor controller (MA5). The motor-generator will be shaft coupled to an Allison 250 turbine engine for hybrid electric propulsion research. The motor generator is required to operate continuously at 6000 RPM (revolutions per minute)and provide 200 kW minimum of power, with peak torque of 700Nm and power density of 1.9kW/kg. The motor-generator is requried to generate power so that it can charge a bank of batteries and function in different operating modes. Lead time is 6-8 weeks after receiving order. The MA5 controller is required in order to operate the motor. NASA/AFRC intends to purchase the items from Pacific Technical Products as they hold the drawing and specs to the Parker Hannifin generator. A thorough internet search was conducted of electric motor-generator manufacturers to determine suitable candidates. Performance specifications of the products being offered were reviewed and did not meet NASA requirements with the exception of Parker Hannifin. Discussions with high tech small businesses that are involved in electric aircraft research yielded no other viable candidates. The unique characteristic of this 200 kW GVM210-400 motor-generator is that it is a permanent magnet DC motor that is able to operate continuously at 6,000 RPM while delivering peak torque up to 700 NM. Motor-generators from other vendors cannot operate continuously at this speed, and if they are able to it is only for a few seconds in duration. The Parker motor-generator can run at 6,000 RPM and higher without any issues. Since this motor-generator will be directly coupled to an Allison 250 gas turbine with an output shaft spinning at 6,000 RPM this is the only product commercially available that will fit the requirements of the project. The MA5 motor controller is required to operate the motor-generator. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/25/2014.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
