- The Naval Sea Systems Command (NAVSEA HQ) intends to hold an Industry Day on 22 August 2014 in Arlington, VA. The Industry Day is being held to further engage Industry and discuss NAVSEA's surface ship maintenance, repair and modernization execution contracting strategy, which has been refined since the 5 February 2014 Industry Day. Overview: Industry Day will begin at 0900 with a presentation by the Government. The presentation, which will be made available to those who RSVP, will highlight revisions and/or enhancements to the strategy as a result of ongoing market research and Industry input received following the February 5th Industry Day. An open forum for questions, concerns and general dialogue will follow the presentation with the industry day concluding at 1115. Advanced questions regarding the changes are encouraged to ensure meaningful dialogue and should be submitted in the manner described below. This Industry Day will focus exclusively on the Government's execution contract strategy for surface ship maintenance, repair and modernization; we will address availability planning services (third party planning) only as/if it relates directly to the execution contracts. Following the open discussion forum, NAVSEA intends to hold one-on-one breakout sessions with firms who have demonstrated interest by responding to recent NAVSEA surface ship maintenance, repair and modernization Requests for Information and Sources Sought notices. The intent of these one-on-one breakout sessions is to provide Industry a private, non-public forum to present the Government with comments, concerns and recommendations for NAVSEA to consider when finalizing the contracting strategy. Thus, the one-on-one sessions are designed to consist of mostly one-way communication (from the firm to the Government) as the Government does not intend to share contract strategy information outside of the larger and/or public forum. Location: Industry Day will be held at the Synetic Theatre's Crystal City Venue, located at 1800 S. Bell Street, Arlington, VA 22202. RSVP and Questions: To participate in Industry Day interested parties must RSVP by close of business 19 August 2014. RSVP shall be by email to Rachel Luther, Contracting Officer, at rachel.luther@navy.mil, T raci Pichler, Contract Specialist, at traci.pichler@navy.mil, and Alex Palomar at alex.palomar@navy.mil. Following receipt of the RSVP, a reply with the planned briefing materials will be provided. Following receipt of the briefing via email, questions or comments focused on the changes to the strategy shall be submitted via email by replying to the three persons named above NLT 18 August 2014. Any questions submitted after the cutoff may not be considered. The originator of the comment or question will not be revealed at the Industry Day as the Navy's intent is to use the questions to refine the opening presentation and as a means to facilitate the open dialogue with the attendees. The subject line of the RSVP email shall be limited to: Industry Day RSVP from (Company Name). The body of the email shall include each attendee's name, Position/Title, e-mail address and telephone number. Due to limited space, no more than five (5) attendees per company will be allowed. General Stipulations and Disclaimers: The Government does not intend to discuss the contracting strategy for planning services (third party planning) except as it may directly relate to the proposed execution contracts (Single and Multiple Award IDIQ contracts). Interested parties who have responded to recent FBO notices will be contacted directly by the Government to schedule one-on-one sessions. Recording devices are not permitted at the event. Other than the planned briefing materials referenced above, the Government does not plan to provide additional information for review and comment prior to the Industry Day. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
