- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center, located 10300 Spotsylvania Ave, Suite 400, Fredericksburg, VA 22408, intends to contract using other than full and open competition to provide Accreditation Telephone Services. Accordingly, the VA intends to sole source this requirement to URAC, 1220 L Street NW Washington, DC 20005. This acquisition will be conducted under FAR Part 13, Simplified Acquisition Procedures, Subpart 13.5 Test Program for Certain Commercial Items. URAC is the only accrediting body for medical telephone Call Centers. The Department of Veterans Affairs (VA) Facilities provides access to telephone care 24 hours a day, 7 days a week. Veterans Health Administration (VHA) has provided telephone care policy since 1994, setting goals and standards for telephone care in an effort to continuously improve the service it provides. Under the "Telephone Service for Clinical Care" standards, Veterans Integrated Services Network (VISN) and Regional Call Centers are required to initiate and maintain Utilization Review Accreditation Committee accreditation. The contractor shall perform Utilization Review Accreditation Committee accreditation services of VA Medical Telephone Call Centers related to clinical care, to include Onsite Reviews to verify compliance with standards and provide URAC accreditation of the call centers. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by August 22, 2014 12:00PM EDT. Responses shall be submitted via e-mail to tracie.quinn@va.gov.
