Description
List of NSNs to be bundled DLA Land and Maritime is issuing a solicitation in support of the Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle (M-ATV) developed by the Oshkosh Corporation of Oshkosh, Wisconsin (now Oshkosh Defense). The contract is projected to be awarded in August 2014, and the term of the contract is planned for 27 months with an option to extend the contract for a six month period. The solicitation will be issued on an all or none basis as a group (all CLINS). An offer has to be made on the functional support and parts. The awardee will function as a Prime Services Integrator (PSI ) for a supply contract with the following services required to effectively and efficiently support the M-ATV RESET: 1) Provide repair parts, components and kits support to accomplish the required repairs and upgrades; 2) Technical support to apply best manufacturing and repair practices to any Full or Tailored Implementation Sites, currently RRAD which is a full implementation site; and 3) Operation of a dual supply system for replenishing (i.e. "pushing") the required parts using proven just-in-time supply practices. This acquisition is for a contract to include functional support services as well as parts support for any MATV part for any MRAP variant, both current and future. The initial population of items to be priced is approximately 937 items in support of the Army industrial based production programs at RRAD. Additional parts may be added as needed. The list of these 937 items will be provided as an attachment. Note, these are the parts only. There are supply chain management CLINs required in the solicitation. The need for consolidation of these CLINs has been determined to be in the best interest to provide the best overall value to the Government in regards to time, cost, and performance benefits that would be received. The critical need for this project and the market research that has been conducted, coupled with the reasons listed above support the conclusion that consolidation of these CLINs is both necessary and justified. The benefits of the acquisition are measurably substantial in accordance with FAR 7.107(b) and 15 U.S.C. § 644 (e)(2) and exceed the required $9.4 million in savings. Measurably substantial benefit: In addition to the dollar savings for DLA and the Army as a result of the proposed contract, the Army will also benefit in the form of improved readiness, reduced down-time on the M-ATV production lines, operational inventory management savings, and cost savings associated with transportation and the reduction of inventory at the production sites. In an effort to provide maximum opportunities for small businesses, women-owned small businesses, small disadvantaged businesses, DLA would continue to serve as the first source of supply for all parts on the contract that are not sole source to Oshkosh. If DLA does not have parts available, the Contractor will be permitted to source the parts elsewhere. The Contractor and DLA will partner to forecast DLA stock requirements to ensure DLA is able to fulfill these requirements to the best of its ability. In addition, DLA will require an aggressive subcontracting plan with the Contractor.
