This is a Sources Sought Synopsis. This is a Sources Sought (SS)/Request for Information (RFI). Market survey is for information to be used for preliminary planning purposes in accordance with FAR Part 10, Market Research. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has been tasked to request industry reviews/comments on the attached drafts Performance Work Statement (PWS) for a basic Indefinite Delivery Indefinite Quantity (IDIQ) Contract, the PWS for Task Order 0001 under the IDIQ contract, and the Performance Based Specification (PBS) for Airborne Reconnaissance Low-Enhanced (ARL-E) Mission Equipment Payload (MEP) in support of Product Director, Aerial Intelligence, Surveillance and Reconnaissance (PD AISR), of the Project Manager, Sensors-Aerial Intelligence (PM SAI). This effort requires potential sources to have significant experience and understanding of the requirements to design, integrate, and develop Mission Equipment Payload (MEP) and Processing, Exploitation, and Dissemination (PED) techniques for fixed wing aircraft applications and the development of the software/hardware infrastructure including the development of system level software code necessary to provide the flexibility of coordinated Multi-Intelligence (Multi-INT) operations. The basic IDIQ period of performance is estimated to be five (5) years. Security Clearance Eligibility - This notification provides an opportunity for all potential offerors to submit their current clearance information for verification. Those offerors who can confirm their eligibility of meeting the security requirements of this effort will be allowed to participate in the draft and/or formal solicitation process. In order to participate in the formal solicitation as well as allow the offeror to take advantage of the full formal solicitation posting time frame, it is strongly recommended that offerors submit their clearance information no later than Monday, 11 August 2014 to allow for clearance verification to take place in time for the anticipated formal solicitation release date of Friday, 19 September 2014. Offerors must have a valid U.S. facility clearance of Top Secret, Top Secret storage capability, and have technical personnel with Top Secret/Special Compartmented Information (SCI) clearance in order to have access to Classified documents under this draft and/or formal solicitation process. In order for this information to be verified, the offeror must provide: Company name and address Contact information for their Facility Security Officer CAGE code for their Top Secret Facility Clearance Name, social security number, and email address of one (1) of their Top Secret/Special Compartmented Information (SCI) cleared technical personnel or prove that their firm meets the security requirements All security information shall be submitted to Ms. Ercilia M. Del Orbe, Contracting Officer at ercilia.m.delorbe.civ@mail.mil and Johnna E. Frantz, Contract Specialist at johnna.e.frantz.civ@mail.mil. Once verification of an offeror's clearance has been established, a copy of the classified portion of the Performance Based Specification (PBS) will be provided to those who meet the security requirements. An email address of one (1) Top Secret cleared technical personnel must be provided. An Industry Day is planned for August. Date: To be determined. No reimbursement will be made for any cost associated with providing information in response to this synopsis or any follow up information requests. Interested Offerors shall respond to this Sources Sought Synopsis no later than 1200 EST (APG, MD) on Monday, 11 August 2014. In addition, any questions, comments and feedback shall ONLY be on the work scope listed within this Source Sought Announcement/RFI.
