- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. The Defense Threat Reduction Agency intends to issue a sole source, cost-plus fixed fee contract to Exelis Inc., 2560 Huntington Ave #200, Alexandria, VA 22303-1404 for the following items: It was determined that new strategic level documents and guidance need to be integrated into the "Program Managers Handbook on Nuclear Survivability" in order to ensure consistency with current policy, acquisition, and operations. This update was completed by Exelis. However, it was determined that a new Chapter (designated Chap 4) needed to be generated in order to articulate further roles and responsibilities of the Combatant Commands, JCS, and other operators. Under this acquisition, the contractor will conduct coordinated reviews with the government and combine Chapter 4 into the current final PM Handbook for publication/distribution. The contractor will prepare the final document to be consistent with modern electronic search capability, including HTML links, that is able to be easily accessed/searched by the DoD project managers. The final version will be compatible with Sharepoint-types of sites used in the DoD. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 22 August 2014 at 3:00 pm, mountain daylight time. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. DTRA will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
