- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-14-0078 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The associated NAICS code is 334516 (Analytical Laboratory Equipment Manufacturing). This acquisition is for the following items: UDSA-ARS Crop Systems and Global Change Laboratory, Beltsville Area, Maryland, is seeking to purchase 6 newly manufactured growth chambers with specifications and acceptable performance characteristics as indicated below. Vendor will be responsible for supply, delivery, and installation to the point of coupling with an existing chilled water/glycol system. All chambers are to be located at: USDA/ARS/BARC/CSGCL Crop Systems & Global Change Lab 10300 Baltimore Avenue Bldg 052, BARC-West Beltsville, MD 20705 Specifications / performance characteristics for each chamber include: -Inside height: 48 to 60 inches -Outside dimensions: not more than 108" wide, 46" deep, and 120" high -Temperature control: 11 C to 40 C with all lights on with a shield, aspirated temperature sensor -Light: dimmable HID lamps, maximum intensity at least 1200 umol m-2 s-1 at 12" below the lamps, with closed-loop control using a light sensor -Dehumidification control: refrigeration based, from 50% to ambient with a humidity sensor -Floor, with drain -Fans for interior air circulation -Tightly sealed construction of all gaskets / seams to minimize air leakage loss less than 20% interior air volume per day -Option for manual adjustment of canopy height via raising floor / pots towards the light bank or lowering of light bank towards pots -Panel mounted display for user-programmable control of lights, temperature, relative humidity in multiple time-steps. Capable of recording light levels, temperature, relative humidity and carbon dioxide concentration (with user supplied carbon dioxide sensor, with 0-5 VDC or 4-20 mA output). Programming and recording of conditions to also be accessible remotely via PC and intranet. -Chambers will be cooled using an existing chilled water/glycol system rated to 35C. Proposal to include delivery and installation. The Contractor shall provide all items F.O.B. destination. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping and installation). The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.
