Description
The National Aeronautics and Space Administration (NASA) Exchange Marshall Space Flight Center (hereinafter Marshall Exchange) seeks to find food service concessionaires to setup, modify, and operate within existing cafeteria food services space at the Michoud Assembly Facility (MAF) in New Orleans, Louisiana. MAF is NASAs premier large manufacturing facility for launch vehicles. With the conclusion of the Space Shuttle's External Tank (ET) Project at MAF in 2011, NASA's Marshall Space Flight Center (MSFC) has transformed MAF from a single project facility into a multi-tenant facility (clientele) with a goal of increasing the use of MAF by NASA, other government agencies, and commercial entities. There is currently a contractor operating the dining facility at MAF, but that contract will expire in the near future. There are approximately 3,000 employees in the facility with limited vending and food service options. The Marshall Exchange is seeking established fast food brands that may be interested in this concessionaire opportunity. It is possible that more than one food service provider will be selected. The Marshall Exchange intends to identify concessionaires that will provide greater food services options at this unique facility. The primary serving periods will be breakfast and lunch; however, catering is also an interest of the facility. Interested parties may obtain more information by contacting the responsible Marshall Exchange contacts listed below. Please note that the Marshall Exchange does not intend to provide funding for any modification or alternation of the existing food services space.Further, the concessionaire must be able to begin operations by January 5, 2015. This notice of availability will close on August 31, 2014. In order to receive consideration, interested parties should, by that date, submit a brief summary of their ideas and interest in operating food services at MAF and their capacity and capabilities to do so. These summaries should be submitted by mail or e-mail to Mr. Matienzo at the address or email address indicated below. The Marshall Exchange will not be obligated to respond to every expression of interest received, but those submitting such summaries should include a point of contact (with address, telephone, and e-mail address) in the event the Marshall Exchange requires additional information or desires to enter into more detailed discussions. The Marshall Exchange may, at its discretion, consider submissions after the closing date, but it is under no obligation to do so. There will be site visits at MAF for interested parties on August 21, 2014, and August 22, 2014. For parties who intend to take part in this visit, you must contact Mr. Turner at the telephone number or email address listed below by August 19, 2014, to notify him of your intent. Due to federal security requirements, only United States citizens will be allowed to attend. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A FORMAL PROCUREMENT AND THEREFORE, IS NOT A SOLICITATION. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN INVITATION FOR BID, REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR CONTRACT. THIS NOTICE IS INDEPENDENT OF, AND HAS NO DIRECT RELATIONSHIP TO, NASAS SACOM SOLICITATION (DRAFT RFP NNS14478585R).
