- The purpose of this announcement is to conduct market research, assessing the interest and technical capabilities of potential offerors, in order to further determine acquisition strategy for the following: This Request for information (RFI) is for planning purposes, and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be a made for any costs associated with providing information in response to this RFI or any follow up information request. This is a market survey to identify potential sources capable of providing Program Manager Distributed Common Ground System- Army (PM DCGS-A), Counterintelligence (CI)/Human Intelligence (HUMINT) Automated Reporting and Collection Systems (CHARCS), and Machine Foreign Language Translation Systems (MFLTS) Engineering Support Services. The Government anticipates the requirement to be a cost plus fixed fee (CPFF) contract, consisting of one (1) twelve (12) month base period and two (2) twelve (12) month option periods (for a total of 36 months). The North American Industry Classification System (NAICS) Code for this requirement is 541330 for Engineering Services with the correspondence small business size standard of $38.5M. This is a new requirement. Any and all interested businesses should provide information on the following as applicable: 1.An adequate accounting system for determining costs applicable to a Cost Plus Fixed Fee (CPFF) contract. 2.The financial ability to sustain this effort for 30-60 days under a cost-reimbursement type contract of this size. 3.Whether to be considered as a small business or a large business under NAICS Code 541330 and size standards of $38.5M. 4.Ability to comply with FAR 52.219-14, Limitations of Subcontracting, if being considered under a total small business set-aside, where at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern. 5.Possess a TOP SECRET (TS)/Sensitive Compartmented Information (SCI) Clearance (including all employees who work on this effort). 6.For PWS paragraphs 3.1, 3.1.1, 3.1.2 & 3.1.3 below, indicate whether company has the necessary knowledge and experience to provide the requested support. Requirements: 3.1 Acquisition Management Support 3.1.1 The contractor shall review the current status of each Program of Record (POR) and the plan for its migration to DCGS-A. The contractor shall identify the overall status of the POR, as well as, any issues or concerns. The contractor shall provide recommendations as appropriate. 3.1.2 The contractor shall assess the status of stakeholder support for PM DCGS-A and its various products. The contractor shall interview key stakeholders to identify their level of support and any concerns or issues they have with the DCGS-A program and associated product(s). The contractor will develop recommendations to address identified issues and concerns. 3.1.3 MFLTS - The contractor shall maintain event driven calendars (Integrated Master Schedule and Integrated Master Plan), schedule meetings, process various forms, prepare documents, perform file maintenance and records coordination. The contractor shall develop and maintain spreadsheets for records and achieves. The contractor shall be fully versed in MS Office Professional applications, MS Outlook, MS PowerPoint, MS Excel, MS Internet Explorer, Adobe Acrobat, Microsoft Project and Photoshop. 3.2 Administrative Support 3.2.1 The contractor shall provide routine administrative and clerical assistance, including receiving/screening telephone calls and visitors. The contractor shall respond to routine, non-technical requests for information; schedule appointments; and make arrangements for conferences, meetings and presentations, including location, schedule, agenda and coordinating all other arrangements with staff/participants. The contractor shall support and assist other secretarial personnel in office procedures, keeping updated on changes related to: correspondence, messages, reports, forms, filing, mail, training, travel security, and personnel procedures. The contractor shall compose routine/non-technical correspondence and prepare reports on administrative support/clerical functions of office and other appropriate subjects. The contractor shall also provide support to initiate travel arrangement's, travel orders and prepare vouchers. The contractor must have the ability to work within Government provided software packages with emphasis on MS Word and MS PowerPoint. 3.2.2 The contractor shall sort incoming mail and input documents that should be tracked throughout a Government office for action, information, or signature as required. The contractor shall prepare/submit phone work orders and ensure work orders are executed. The contractor shall provide expertise in the area of administration and training; and shall alert, request, and schedule all training for various Government offices. 3.3 Program Budget and Execution 3.3.1 Financial Management and Budget Analysis The contractor shall provide financial management and budget analysis support for the PMO. The contractor shall prepare Research and Development Exhibits (R-2 Forms); prepare Production Exhibits (P forms); prepare Congressional Staff Budget Briefs; prepare Congressional Staff information papers; assist in the preparation of Obligation Plans; assist in the preparation of Functional Support Agreements (FSA); prepare and submit the Operating Budget with funding profiles; prepare all requests for Military Interdepartmental Purchase Requests (MIPRs); prepare the Program Objective Memorandum (POM) submission for approval; track commitments, obligations, and expenditures for all program elements,;and coordinate daily on the status of funds with ASA(ALT), DA DCSOPS, and the PMO. Additionally, the contractor will monitor the development of the PMO's Cost Analysis Requirements Description (CARD) in support of the program office cost estimate major milestone decision points (Milestone B, Milestone C, or the full-rate production decision review). The contractor shall also update all financial and programmatic information. 3.3.2 Cost Performance Analysis The contractor shall analyze the cost and schedule reports of the Government's developmental contractors for their specific programs. The contractor's analysis will include evaluations of the developmental contractor's budget baseline, variances, and estimates for the budget at completion. The contractor shall develop and recommend to the PMO an independent estimate for the contract's budget-at-completion using mutually agreed upon software tools. The contractor shall assist the PMO in providing the Department of the Army with Contractor Cost Data Report in support of periodic statutory, regulatory and contractor reporting requirements. 3.3.3 Cost Estimation The contractor shall prepare cost estimation documents for the specific projects. These include, but are not limited to, the Life Cycle Cost Elements (LCCE), Program Office Estimates (POE), and the Affordability Analysis. 3.3.4 MFLTS - The contractor shall provide technical expertise in the material acquisition process: Planning, Programming and Budget Execution System (PPBES in support of the MFLTS budget). The contractor shall provide cross program analysis and evaluation to include cost, schedule and performance tracking. The contractor shall assist in: program planning initiatives (Program Objective Memoranda (POM) build); preparation of the materials for the President's Budget, P&R Forms, and execution documents; and support to the reconciliation of accounts. The contractor shall support all RM planning and working group meetings. 3.4 Organization Management Support The contractor shall provide process management services for all staffing functions related to tracking, monitoring or delegating actions to meet PM DCGS-A's reporting responsibilities and monitoring of organizational requirements or efforts. Typical associated tasks include, but are not limited to: - Tracking assignment and close-out of actions generated internally or from external sources. - Maintaining data stores, files, archives and repositories. - Supporting staff synchronization and collaborative connections. - Managing formal requests for staffing. - Drafting planning documents to facilitate operations and to implement guidance. - Drafting policy documents to improve business process. - Routing information to higher headquarters, internal staff and subordinate organizations. - Attending meetings and facilitating strategic engagements with external stakeholders. - Coordinating with key partner organizations. - Processing, tracking, and disseminating reports. - Assisting with high visibility visits. 3.4.1 The contractor shall examine the status of product schedules for the DCGS-A products. The contractor shall provide an assessment of current status, identify issues, and develop recommendations to address identified issues. 3.4.2 The contractor shall conduct a manpower assessment to examine the current workload and available manpower for all DCGS-A elements. This assessment will include cost estimation, workload modeling, fact finding, efficiency studies and should-cost analyses. The contractor shall prepare, analyze and update manpower documentation in support of PM DCGS-A. 3.4.3 The contractor shall provide additional organizational effectiveness support services to include strategic planning for all PM DCGS-A developmental efforts; offsite leadership facilitation for meetings; and Program Management Reviews, as required. 3.4.4 MFLTS - The contractor shall provide general management, specialized staffing and subcontractor support to the contract. The contractor shall provide a monthly report for each major task containing a detailed breakout of tasks accomplished and expenditures incurred. The contractor shall provide a program status report for each major task containing a detailed breakout of tasks accomplished and expenditures incurred. The measure shall provide information about the amount of money expended on a program, compared to budget. At a minimum, the report shall include the following: heading capturing the details of work performed during the reporting period; work planned for the next reporting period; resources required; problems encountered; corrective action taken; risks or delays experienced; tests performed and planned; test results; funds expended; a summary of the man-hours charged to that task; a breakout of travel that lists each travel incidence by traveler name, dates, destination, and reason for travel; additions to the technical library (for example any development artifacts). The MSR shall contain a Management Summary (under 3 paragraphs) at the front of each MSR to include the salient financial, schedule, achievements and risks included in the MSR. This report shall be submitted to the Product Director (PD) MFLTS, Deputy PD and Task Manager (TM) in the Deliverables: Monthly Status Report. 3.4.5 MFLTS - The contractor shall provide program management staffing in support of contracted personnel. This support includes normal contract program support to ensure the efficient performance and administration of the contracted effort. Support will include, but not be limited to management (direct project and executive oversight), financial support, administration, time keeping, and security. 3.4.6 CHARCS - The contractor shall provide Program Management Support for definition and establishment of CHARCS plans, schedules, strategies, and concepts. The contractor shall prepare, review and update program documentation in support of the PEO's programs and activities relative to this initiative. The contractor shall review the current documents together with other pertinent documents and revise or update the documentation to reflect the current program status, which will support the deployment process. The contractor shall attend meetings and conferences to facilitate maintaining the currency of project documentation. The contractor shall participate in program scheduling and planning that involves formulating both broad and specific guidelines for planning program elements and phases, as defined in subsequent sections of this PWS. The contractor shall prepare recommendations for program objectives, operating schedules, resource requirements, and overall program plans. The contractor shall establish format and reporting requirements within the broad guidelines of current regulations. The contractor shall provide ongoing program support that will include: - Assistance in preparation of Program Objective Memorandums (POM) documentation, Memorandums of Agreement/Understanding (MOA/U) between CHARCS and other program offices, Program Office Estimate (POE), Acquisition Performance Baseline (APB), Acquisition Strategy, and related program office acquisition documentation. - Developing, analyzing and tracking acquisition and deployment processes, including technical, schedule and cost reports - Attending meetings/conferences - Briefing the PD or Deputy PD as required and when necessary The contractor shall provide management support for product design, development and procurement as required by program needs. This effort includes supporting the established PMO and systems engineering team. The contractor shall work with program management and administration, procurement, CHARCS and software development experts, operational specialists, design and production engineers, and industry to deliver a range of CHARCS solutions, to establish and deploy assessment and evaluation teams, and to identify operational end-users as required. The contractor shall provide resource management support to the Planning, Programming and Budget Execution System (PPBES) Process. The contractor shall provide program analysis and evaluation to include cost, schedule and performance tracking. The contractor shall provide liaison to/with higher headquarters staff (ASAALT, HQ DA Staff, OSD, PEO and MACOM) and Congressional staff members. The contractor shall assist in the program planning initiatives (POM build), preparation of the Congressional Budget Justification Books (CBJB) and materials for the President's Budget, P&R Forms, SMART CHARTS, execution documents and support to the reconciliation of CHARCS resource manage accounts. The contractor shall develop and update Program Office Estimates in support of acquisition support and perform analysis to ensure all documentation for PPBES are in alignment. 3.4.7. Public Affairs Services The contractor shall provide management services for all public affairs functions to enhance PM DCGS-A's communications abilities; and shall respond appropriately to community leaders, media outlets or other outreach opportunities. Services include: - Assisting in planning, developing, and implementing the organization's public affairs programs, policies, and activities. - Interacting with Army, other Services. - Executing the public affairs program and monitoring, reviewing and submitting items for public release. - Drafting messages and summaries of events and initiatives. - Monitoring community activities and coordinating participation in events and public forums. - Reviewing communications prior to release. - Notifying staff and subordinate organizations of journal articles, media days, videos, media trips, community events, and outreach opportunities. - Responding to media queries and publishing press releases and articles. 3.4.8 Security Support The contractor shall provide subject matter expertise support for the administration and implementation of program security within PM DCGS-A. The contractor shall assist in the oversight of technology protection security programs, OPSEC programs, and industrial security programs. Duties can include, but are not limited to: - Assisting with the reviewing and developing of OPSEC plans. - Reviewing and assisting with the development of foreign disclosure documents. - Reviewing of unclassified reports/articles/etc. for sensitive information prior to release to the general public. - Assisting with the processing of DD254 Forms. 3.5 Engineering and Technical Support The contractor shall provide engineering and technical assistance to support the DCGS-A system objectives, to ensure an integrated approach to product delivery and to assist coordination of efforts with Army ISR Centers of Excellence (COEs), Programs of Record (PORs), Quick Reaction Capabilities (QRCs) and industry partners to integrate applications and services into the DCGS-A net-centric enterprise. These coordinated efforts will facilitate support, development, integration and testing of software applications and services for integration into the objective DCGS-A Enterprise. Specific requirements include the following: 3.5.1Service Oriented Architecture (SOA) The contractor shall provide technical support in the planning, development and implementation of the DCGS-A SOA. Such support includes input into designs for the DCGS-A objective systems, development and maintenance of architectural documentation, development and/or review or POR systems migration plans, development of required SOA infrastructure services, and software engineering and technical support through integration of new/emerging technologies. 3.5.2The contractor shall assist in integration efforts such as testing and evaluation, modeling and simulation, and research and development to ensure interoperability across services and compatibility with SOA infrastructure components. 3.5.3Information Assurance (IA) The contractor shall provide IA support including: - Assessment of the Information Assurance status of the DCGS-A products, identification of issues, and development of recommendations to address identified issues - Planning, integration and implementation of cross-domain security solutions in DCGS-A 3.5.4The contractor shall develop a detailed Technology Assessment of the DCGS-A products. 3.5.5The contractor shall provide technical and engineering support, as required, for data ingestion into the distributed fusion brains of DCGS-A. Technical and engineering support includes: evaluation of products from sensor and data systems, assisting in development of specifications and interface documents, providing input for integration of hardware and software into existing baselines, performing tests and analyzing results, and updating the configuration baseline. 3.5.6The contractor shall review DCGS-A overarching requirements and provide input into the establishment of hardware and software requirements. The contractor shall assist the Software Integration Laboratories (SIL) with software engineering and systems engineering support for the integration of hardware and software into existing SIL baselines and assist in testing such as: development of test plans, witness testing, performing certain types of tests and evaluating results, and accreditation for security networks. This may include the development of software for new applications or the integration of existing application into the SIL baseline. 3.5.7 The contractor shall integrate equipment technologies into the existing DCGS-A, JTT, CHARCS, and MFLTS systems architectures as required by applicable contract on which the contractor will be working on in support of PM DCGS-A. The contractor shall apply a systems engineering approach to ensure that mission objectives and system criteria requirements are fulfilled. Emphasis shall be on the demonstration of clear and definable improvements in the performance, logistics supportability, reliability, and maintainability of the DCGS-A. If applicable, design concepts shall include provisions for continuous technological improvement to maximize opportunities for product improvement available from emerging technological advances in the commercial marketplace. Commercial products and processes shall be utilized wherever possible. The contractor shall be required to provide for integration of equipment/subassemblies and/or GFE or Contractor Furnished Equipment into DCGS-A, and provide testing in order to determine if a particular design is feasible and to achieve maximum compatibility. 3.5.8CHARCS - The contractor shall provide engineering support to the CHARCS Lead Systems Engineer to include general systems engineering, systems implementation planning, technology investigation, insertion and system test and evaluation. The contractor shall develop and review specifications, plans, analyses, modeling, simulations, and reports and shall provide technical opinions to the government. The contractor shall review engineering output in the areas of systems level operation and maintenance procedures, performance improvements criteria, tools assessments, metrics management, quality assurance, configuration management, maintenance practices, and technical orders. The contractor shall assist in the preparation of test and evaluation plans, system engineering plans, information support plans, performance surveys, test monitoring, and shall provide technical opinions to the government related to development, operations, system concepts, product improvements, logistics, sustainment, and fielding of CI/HUMINT automated collection and reporting systems. The contractor shall participate on Integrated Product Teams (IPTs) with CHARCS experts, other government and contractor personnel from other agencies and/or military. The following specific systems engineering focus areas will be required in accordance with this PWS: - Systems Architecture - Systems Design and Planning - Requirements Management - Risk Management - Trade Studies and Analysis - Interoperability - Information Assurance (also includes Certification and Accreditation support) - Experimentation (Simulation) - Engineering and Program Decision Boards - General PM Systems Engineering Support as defined above in engineering support participation. - Updating program System Engineering Plan as required In addition the contractor shall provide technical support and work with appropriate Government agencies and Communities of Interests (COIs) in the execution of these tasks. Responsibilities shall include: - Serving as a liaison between the CHARCS Program and Army Headquarters (HQ), Department of Defense (DoD), Office of the Secretary of Defense (OSD), and DIA for identifying and managing technical issues associated with CI/HUMINT collection and reporting initiatives. The contractor shall prepare, review and update engineering and technical documentation, as provided, to support timely and effective acquisition of programs. The contractor shall attend meetings and conferences to facilitate maintaining the currency of technical documentation. 3.5.9MFLTS - The contractor shall provide specialized system engineering, program management, risk management and process-based development methodology. The contractor shall provide MFLTS Product Director/Deputy PD leadership with programmatic oversight to promote knowledge management, minimize redundancy, maximize inter-programmatic coordination, and subsequently improve Machine Translation support to the war-fighter. Specific areas of system engineering concern include, but are not limited to: program transition, requirements identification, life cycle cost analysis, technical and operational architectures and specifications, program improvement criteria, metrics management, and quality assurance, acquisition, and external interface coordination. The contractor shall liaison, represent, and meet with national and executive agencies, higher headquarters, staffs, and combatant commands of strategic interest to MFLTS and the HLT and IC community, as directed. The contractor shall provide Army Program Improvement Criteria, subject matter expertise support in the areas of strategic planning, Lean Six Sigma process management, and augment MFLT's program for quality assurance. 3.5.10MFLTS - Life Cycle Systems Engineering Support The contractor shall assist MFLTS in providing comprehensive logistics support. The contractor shall coordinate and facilitate the constructs of MOA/MOU's with external agencies and organizations. The contractor shall provide support to physical configuration audits and validation/verification of operator and maintenance manuals. The contractor shall establish criteria and execute coordination for transportation of fielding new and upgraded software to world-wide locations. The contractor shall review and make recommendation for Integrated Logistics Support (ILS), core logistics analysis, supportability and reliability, availability and maintainability. 3.5.11MFLTS - Configuration Control Review Board (CCRB) The contractor shall provide specialized system engineering and process-based development methodology involving MFLTS configuration support and process refinement. In addition, the contractor shall provide cross-contract support to integrate all on-going MFLTS efforts (development, P3I, O&M). The contractor shall create, maintain, and/or utilize an established Product Change Request (PCR) database utility to support the MFLTS CCB. It will provide the users with the ability to generate and track User Issue Request (UIR) and PCR records. 3.5.11.1 The contractor shall provide technical, engineering, and operational support to the development and integration efforts of the MFLTS program. The contractor shall participate in software testing and training. The contractor shall serve on appropriate IPTs and support the integration of MFLTS into Army and DoD architectures and systems. 3.5.11.2 The contractor shall perform program support for the MFLTS acquisition process from milestone development through software delivery. The contractor shall prepare acquisition documentation such as: acquisition plans and strategies, Justification and Approvals (J&A), Program Protection Plans (PPP), Engineering Change Proposals (ECP), technical requirement documents, and budget plans. The contractor shall maintain records for all technical contract actions executed for the series of Development Contracts that have produced fielded software. The contractor shall support host platforms requirements for security, integration, accountability and management reports; and organizational and internal reviews as required. The contractor shall provide acquisition support, future system architecture definition, future system design management, continuing coordination of development and operational interfaces, and continuing assistance in the resolution of all technical and programmatic issues to MFLTS in support of the MFLTS program. 3.5.12 MFLTS - Testing Support and Joint Interoperability Certification The contractor shall support the Government test lead for the MFLTS program's Test IPT. The contractor shall define and coordinate MFLTS team activities and MFLTS operating environment. The contractor shall support various Government and contractor testing at various locations leading up to the Government acceptance. The contractor shall document test procedures and results shall be captured and retained as artifacts for each MFLTS software release. Deficiencies, waivers, and other system deviations from documented requirements shall be documented. The contractor shall support and work with ATEC, as well as, other test organizations to satisfy MFLTS testing requirements for successful fielding and integration onto host platforms. The contractor shall support and clarify interoperability certification requirements, finalize agreements related to MFLTS interoperability testing with the Joint Interoperability Test Command (JTIC). The contractor shall support the creation of MFLTS Operational Information Exchange Requirements Matrix by isolating Interoperability Key Performance Parameters (IKPP) that MFLTS supports and support integration activities by developing Interface Control Documents. 3.5.13 MFLTS - Information Assurance The contractor shall develop and revise Information Assurance documentation in support of MFLTS systems. This includes identification of requirements, development of accreditation and security documentation, as well as, delineation of what is required for MFLTS integration onto host platform systems and required documentation 3.5.14Integrated Product Teams The contractor shall participate on Integrated Product Teams (IPTs) with MFLTS experts, other Government and contractor personnel from other agencies and/or military. The following specific systems engineering focus areas will be required IAW with this PWS: - Systems Architecture - Systems Design and Planning - Requirements Management - Risk Management - Trade Studies and Analysis - Interoperability - Information Assurance (also includes Certification and Accreditation support) - Engineering and Program Decision Boards - General PM Systems Engineering Support In addition, the contractor shall provide technical support and work with appropriate Government agencies and Communities of Interests (COIs) in the execution of these tasks. The contractor shall prepare, review and update engineering and technical documentation to support timely and effective acquisition of programs. The contractor shall attend meetings to facilitate updates and revisions of technical documentation. 3.5.15Software Engineering The contractor shall provide software engineering support and analysis to PD CHARCS. The contractor shall work under the CHARCS Lead Software Engineer. Software engineering efforts shall support the full software development life cycle including any prototyping activities. Primary software engineering responsibilities shall include the following: - Oversight of the Software Development Processes and Infrastructure: The contractor shall develop and synchronize software development processes, policies, and methodologies across the CHARCS Systems Engineering IPT and ensure compatibility with System of System level guidance. Areas include software metrics, risk management, software configuration management (CM), documentation such as Interface Control Documents (ICDs) and software quality assurance. - Oversight of Software Architecture and all Requirements: The contractor shall coordinate and synchronize software and hardware requirements and architecture between the CHARCS developers and System of Systems products for DCGS-A and other systems as directed. The contractor shall ensure that CHARCS level requirements are properly allocated to the contracts and the appropriate requirements traceability is in place. The contractor shall ensure all software interfaces are properly defined and documented. - Oversight of Integration and Test: The contractor shall perform and/or support software and system integration and test activities as part of the CHARCS Engineering process. In addition the contractor shall provide technical support and work with appropriate Government agencies and Communities of Interests (COIs) in the execution of these tasks. Responsibilities shall include: - Executing technical reviews of CHARCS technical and operational specifications, including architectures, for impact and conformance to OSD/DISA network-centric requirements. - Supporting development of a CHARCS program data management strategy in accordance with the Army Chief Information Officer/G6 and DoD guidance. This includes support to required software certification, testing and software blocking as required by regulations. - Attendance at various working group meetings and conferences. - Authoring position and information papers as necessary in support of the above activities. 3.5.16Integrated Architecture Support The contractor shall provide systems and software engineering support with an emphasis on the engineering skills and knowledge required to design, develop, assess and analyze large, complex CI/HUMINT systems and their integration into planned and future Army tactical systems. The contractor shall provide engineering support personnel that is familiar with, and has practical engineering working experience in applying industry best practices in the development of C4ISR architecture-based processes, frameworks, tools, and architecture views/viewpoints. These architecture-based systems engineering processes and frameworks include, for example, the Department of Defense (DOD) Architecture Framework (DoDAF), v1.0, and Institute of Electrical and Electronics Engineers (IEEE) 1471-2000. Architecture views/viewpoints will include Department of Defense Architecture Framework DoDAF operational, system, and technical views as well as additional views needed to describe hardware and the software for development and test purposes and to support future life cycle maintenance. The contractor shall have sufficient architecture-based systems engineering working experience and expertise to perform verification and validation of architecture information to promote consistency, interoperability, and integration; to analyze system concepts and designs; to identify interoperability issues/gaps/shortfalls; and to provide recommendations for optimization. The contractor engineering support shall be required to review and analyze SoS and C4ISR architecture artifacts and baselines as well as participate in program reviews and make independent evaluations of technical adequacy and completeness of the evolving program architecture and architecture related activities. The contractor shall be required to generate architecture-based analysis plans, technical assessments, white papers, and technical reports. 3.5.17Interoperability Support The contractor shall support the requirements analysis/definition, design, implementation, integration, and verification of the interoperability interfaces for other supported systems such as Distributed Common Ground (DCGS-A), and other Army, Joint, Interagency, Multinational requirements. Support shall include the evaluation of existing and emerging standards for use within CHARCS and its associated interoperability interfaces. 3.5.18Test and Evaluation The contractor shall provide Test and Evaluation Support in all phases of the life cycle, to include review of test plans and procedures for accuracy and adequacy; design tests to include planning test resource requirements; witness tests and provide technical support; prepare and coordinated test plans in accordance with appropriate Army regulations. The contractor shall develop/contribute and update the Test and Evaluation Master Plan (TEMP) as appropriate. 3.6Associated Development and Operational Support The contractor shall provide support to the future operational Quick Reaction Capability (QRC) systems, including those that may be deployed. Associated development support for the CHARCS Program includes those system development disciplines necessary for the proper design, fabrication, test, production, and fielding of CHARCS Systems. These tasks are listed below. 3.6.1Training, Logistics, and Sustainment Management The contractor shall identify training requirements and shall obtain or develop training programs for platforms, systems, subsystems or critical items as required by the contract. The contractor shall provide input for training manuals and other training documentation or training aids as required. Electronic training applications such as video teleconferencing and computer-based training shall be employed to enhance the effectiveness of training materials and courses when cost-effective. The contractor may be required to conduct monthly training for Government or Military personnel, as directed by Government. The contractor shall provide the plans and planning for sustainment and disposal of fielded technology. The contractor shall support the training documentation planning, preparation and execution as required by the JCIDS process. The contractor, for activities involved with the development and integration of CHARCS with the end-user in the targeted regions of operation, shall be responsible for planning, managing and maintenance, recording of system performance, dialogue and log data gathering, and training to the operational end-user for currents needs. The contractor shall engage in material and logistical support and shall validate the proper functionality and quality of received equipment meeting the standards outlined in the purchase request. The contractor shall provide logistics and sustainment services for materiel fielded and, as needed, respond to future equipment fielding in support of supplemental appropriations. Logistical Support shall be provided upon request to assist in the execution of the Machine Foreign Language Translation System (MFLTS). The contractor shall support preparation of logistics plans and documentation for CHARCS (e.g., Life Cycle Support plans, Supportability Strategy, Materiel Fielding Plan). 3.6.2Strategic Plans, Programs, and Policy (SPPP) The contractor shall provide a variety of SPPP functions in support of the CHARCS Program. Responsibilities shall include: - Organizational Management - Provide assistance in forecasting and analysis of PD CHARCS military, civilian (core, matrix, contractor) and other government agency (OGA) Human Resources - Administrative Management - Provide support to execution of PD CHARCS administrative functions, to include assistance with communication requests, audits/inspections, and data calls; and administrative/clerical actions associated with staffing and training. - Manpower Management & Force Development - Provide resource analysis and recommendations for resolution of manpower/TDA issues. 3.6.3Earned Value Management Support The contractor, as required, shall perform a variety of assignments using the Earned Value concepts to systematically evaluate the performance measurements related to the CHARCS program management system. The contractor shall review, evaluate and measure the cost, schedule and performance measurements emanating from the CHARC's Earned Value Management (EVM) System to assess program performance against CHARCS PD Performance Measurement Baseline (PMB). The contractor shall participate within applicable working groups and support integrated baseline reviews and other designated periodic EVM reviews and meetings, including internal joint surveillance. The following specific support of earned value management system focus areas will be required in accordance with this PWS: - Evaluating work breakdown structures and ensuring work packages have appropriate designation and work authorization - Assessing integrity and validity of control accounts - Reviewing and evaluating integrity of program integrated master plan and schedule - Assessing, reviewing and analyzing the appropriateness of cost accumulations as reflected within such elements as direct and indirect cost elements. - Evaluating and reporting on variance analysis and estimate to complete - Advising program management as to whether EVMS continues to meet criteria and is implemented and used as intended. 3.7Logistics 3.7.1 The contractor shall provide logistics and technical support to include the assessment of current supportability status of PM DCGS-A programs and identification of necessary actions/priorities, evaluations, and recommendations, to ensure system supportability throughout the life cycle of system development. The contractor shall provide written evaluations and develop/modify technical manuals with the goal of recommending actions for optimizing system performance. 3.7.2 Maintenance Assessment The contractor shall assist in the preparation and review of the material system reliability, availability, and maintainability (RAM) analyses to recommend cost effective system support and concepts and to optimally allocate operational availability requirements for PM DCGS-A. 3.7.3 Site Management Initiatives The contractor shall provide on-site support as the interface between gaining units and PM DCGS-A. Responsibilities shall include daily coordination with gaining units; resolution of customer concerns and issues; development of installation and new equipment training schedules; coordination of assets and resources to insure adherence to fielding schedules; and coordination with PM DCGS-A in response to software releases and the integration of engineering change orders into previously fielded systems. 3.7.4 Institutional Training Initiatives In order to support the long term migration to DCGS-A institutional training in the United States Army Training and Doctrine Command service school system, the contractor shall provide support services in the areas of: interaction with service schools to define requirements; site surveys to determine classroom and hardware requirements; integration of specific training into existing Military Occupational Specialty (MOS) programs of instruction; and modeling and simulation software to facilitate training in a mission scenario environment. 3.8Human Resources The contractor shall provide a broad range of administrative duties relating to, but not limited to: manpower reporting, workforce training and development, awards programs, database maintenance, and policy support. The contractor shall create and maintain spreadsheets, databases, documents, and PowerPoint presentations for recurring submissions to higher headquarters.
