- SOURCES SOUGHT SYNOPSIS. This announcement serves as a Sources Sought Synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation or proposal. DO NOT submit a quote or proposal in response to this synopsis. 30th CONS/LGCZH, seeks potential small business sources for the 614th Air and Space Communications Squadron (ACOMS) at Vandenberg AFB to perform non-personal services to manage, operate, and maintain the unique Command, Control, Communications, Computer, and Intelligence Systems required by Joint Space Operation Center (JSpOC) Operations. It is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the required services, described in the statement of need below. Firms responding to this announcement must be registered in SAM and should include company name, cage code, point of contact, address and indicate if it is a small business. Currently 30 CONS/LGCZH is considering a firm-fixed price contract with a base period and four, one-year option periods. The proposed contract will be subject to FAR 52.222.17. The North American Industry Classification System (NAICS) code for this acquisition is 517110 (Wired Telecommunication Carrier), and the size standard for small business is 1,500 Employee. The Statement of Need for this requirement is as follows: The 614 ACOMS is a direct reporting unit to the Commander, 14 AF / Commander JFCC SPACE. The 614 ACOMS mission at Vandenberg is to sustain, integrate, and protect the cyber infrastructure for the world's only JSpOC. The JSpOC is a unique synergistic command and control (C2) weapon system focused on planning and executing United States Strategic Command's (USSTRATCOM's) JFCC SPACE mission. The purpose of the JSpOC is to provide a focal point for the operational employment of worldwide joint space forces, and enables the Commander, JFCC SPACE (CDR JFCC SPACE) to integrate space power into global military operations. The 614 ACOMS requirements are non-commercial services with a scope covering operation and maintenance of unique hardware/software; some specifically designed and/or modified for the JSPOC mission. The scope of this contract support is to operate and maintain the unclassified, secret,and top secret secure compartment information(SCI) level IT infrastructure required for 24/7/365 JSpOC operations at an IT system availability level of 99.8%. The IT infrastructure consists of: - 9 Networks comprised Cisco and Juniper routers, switches, and firewalls - 250+ Cryptographic devices (e.g. KG-175, KG-254, KIV-7, BITLs) - Core Network Services for secret and top secret networks - 88 Command, Control, Communications, Computer, and Intelligence systems (e.g. AOC 10.1 WS components, PDSM) operating on Dell, Oracle, SGI, NetApp, EMC, and ClearCube hardware - 6 Video Teleconferencing suites comprised of Tandberg codecs using IP and ISDN technologies - Video Display Systems (e.g. monitors, projectors, video/audio switches, video scalers, and extenders) comprised of Samsung, Christie, Evertz, Extron, and AMX hardware - 3400+ client devices, monitors, and printers comprised of Dell, HP, Lexmark and Xerox hardware All IT operations and maintenance functions will be accomplished and performed in accordance with all applicable policies, directives, instructions, and best practices. The contractor will be required to maintain configuration management of all systems and implement change control processes to ensure systems availability levels. Additionally the contractor will be required to provide on-site: - 24/7/365 Help Desk in the JSpOC - Material Control and Equipment Custodian services - Information Assurance services - Knowledge Management services - Video Teleconference Administration services All contractor personnel will be fully trained, certified (e.g. A+, Security+, Network+, or CISSP), and have a top secret security clearance with favorable adjudication for SCI access before performing work / functions supporting these requirements. Interested businesses should provide the following information: A. Company name, mailing address, cage code, DUNS number, point of contact (POC), POC telephone number and e- mail address. B. Business size status. C. Capability of providing qualified and experienced personnel, with appropriate Top Secret clearances. D. If you have past performance as a prime contractor or subcontractor on a service contract for similar Command, Control, Communications and Computer Systems (C4) requirements please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to this Statement of Need for the 614th ACOMS at Vandenberg AFB. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. E. Does your company have the financial capability and financial stability to sustain and support a five-year multiyear contract. Do you have an approved accounting system in place to adequately track expenditures? F. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, and type(s) of service would you perform. Responses are limited to not more than 10 pages. The government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Any information provided by industry to the Government is voluntary. Responses are due no later than 4:00 PM (PST) on 29 Aug 2014 via e-mail.
