- INTRODUCTION: The Department of the Army has identified a requirement for the replacement of its current contract writing and management systems. Product Manager Army Contract Writing System (PdM ACWS) is responsible for acquiring a single enterprise-wide available COTS based solution to support contract writing and management processes. The solution shall provide the full range of services and software for the eventual replacement of the Army's current contract writing and procurement business management systems including: the Standard Procurement System (SPS), the Procurement Automated Data and Document System (PADDS) and the Virtual Contracting Enterprise (VCE). This announcement will support acquisition planning being performed by the PdM ACWS to determine industry interest and capability regarding the fielding of a Commercially-Available-Off-The-Shelf (COTS) based contract writing system. The information gathered through this Draft RFP will aid in influencing future product investments and facilitate decision making. This announcement is for information and planning purposes only and should not be construed as a commitment by the Army for any purpose. This announcement does not constitute a Formal Request for Proposal (RFP) and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Army shall arise as a result from a response to this announcement or Army use of any information provided. This announcement does not restrict the Army to an ultimate acquisition strategy. The Army reserves the right to consider acquisition strategies as deemed appropriate. INSTRUCTIONS TO INTERESTED PARTIES: Request that all interested parties answer the following questions listed below by providing no greater than a two page response to each question. QUESTIONS: 1. Oral presentations will be a portion of the proposal submitted in response to the RFP and will be a part of the determination of quote mark competitive range quote mark. Are there any types of information that are too complex to communicate in a written proposal? And if so, what are those types of information? [No more than two pages] 2. Offerors selected for the Competitive Range will be required to provide a technology demonstration of the proposed solution capabilities. The technology demonstration will be used by Government evaluators to validate claims made in the written proposal as well as identify additional strengths and weaknesses pertaining to the Technical Capabilities of the proposed solution. What do you see as the key COTS solution risk areas that would be best suited for assessment during demonstrations? [No more than two pages] 3. As part of the notional schedule, SV-8, please identify high level work breakdown tasks. [No more than two pages] 4. Will the use of the Defense Information Systems Agency (DISA) Enterprise Cloud Service reduce costs relative to development, deployment and sustainment? If not, what other method is advised? [No more than two pages] 5. COTS Product Enhancements - The Army conducted extensive market research during the early part of calendar year 2012; what core COTS contract writing solution product enhancements have been made since that time? [No more than two pages] In addition to answering those five (5) questions, please provide any questions/comments you have regarding the Draft RFP as presented. Written responses directly to the Points of Contact below are the only form of communication that will be accepted. Those written responses shall be submitted to the Government no later than 4 PM Central Time on 29 August 2014.
