- Mission and Installation Contracting Command, Fort Gordon, GA intends to award a sole-source contract for annual preventative maintenance and service repair of: 5 Life Technologies 7500 RT-PRC Instruments 4 Life Technologies 3130xl Genetic Analyzers 2 Life Technologies 3500xl Genetic Analyzer These units are currently in use at the Defense Forensic Science Center (DFSC) at Forest Park, GA. The 7500 RT-PCR instrument is used by the Forensic Expeditionary Division DNA Branch to determine the quantity of human DNA in a sample. This information is then used to determine whether a sample is suitable for DNA typing or not and what amount should be placed into the amplification reaction to obtain the best result. The 3130xl and 3500xl Genetic Analyzers are used to separate DNA fragments of varying lengths based on size. This information is used to develop the DNA profile on an individual, which is used in forensic DNA casework. The accurate performance of these instruments is critical to the mission of the FXD DNA section. Proper maintenance of these instruments and the ability to properly repair and calibrate these instruments to manufacturer specification will help ensure accurate results within the FXD DNA section. It will also allow for shorter instrument downtime if an instrument is broken due to a qualified service technician performing the repairs in the most efficient and effective manner. The NAICS code for this requirement 541990. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received via email by 13 August 2014 at 1000 am EST, award will be made without further notice. Email responses should be submitted to dana.n.justice.civ@mail.mil. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Affirmative written responses must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Item/Service Specifications.
