- Line Items-Europe Spreadsheet DeCA Europe Technical Data Sheet for Fresh/Frozen Beef Products The Defense Commissary Agency (DeCA) is a DoD agency, headquartered at Fort Lee, VA and operates a worldwide chain of commissaries to provide groceries to military personnel, retirees, and their families. This announcement is seeking sources to provide fresh chilled beef and frozen ground beef products to the Central Meat Processing Plant (CMPP) in Ramstein, Germany. The associated NAICS Code for this procurement is 311611. DeCA intends to award on a short term basis a sole source procurement "bridge" contract for twelve months with a six month extension with Tyson Fresh Meats unless other responsible, capable, and competitive sources are found. The bridge contract is needed to allow uninterrupted shipments to the Central Meat Processing Plant (CMPP) that services the meat departments for DeCA's store locations in Europe. Tyson Fresh Meats currently has a contract which will expire on 08/31/2014 and may be extended for an additional two month period by an amendment to the existing Justification and Approval (J & A). REASON FOR AUTHORITY: In accordance with FAR 6.302-1(a)(2)(ii), Only one responsible source and no other supplies and services will satisfy Agency requirements, a bridge contract is established to solely cover services until the five year follow on contract is awarded. EFFORTS TO OBTAIN COMPETITION: Interested sources are required to respond to this Sources Sought Notice by submitting a capabilities package to the contracting office. The capabilities package should include: 1. Capabilities Statement: The potential source should have the necessary infrastructure already established that will permit performance to start on November 1, 2014, see the attached technical data sheet dated July 1, 2014. The following information should also be provided. a. Commercial and Government Entity (CAGE) Code. b. Data Universal Numbering System (DUNS) Number. c. A Comprehensive Dun & Bradstreet report. d. Confirmation of registration in the System for Award Management at via the web site www.sam.gov. All contractors who wish to do business with the Government must be registered at this web site. 2. Ordering: a short statement identifying a potential company's ability to transmit pricing and accept orders using Electronic Data Interchange (EDI). 3. Delivery Requirements: Product must be delivered to the Point of Embarkation (POE) Norfolk, VA for Government transshipment. 4. Export Certification Requirements: Acknowledge a potential company's knowledge and ability to comply with all export certification requirements. 5. Line Item Requirement: A potential company must be capable of supplying all line items. Special factors are firm fixed prices added to the USDA Weekly National Carlot Meat Report to calculate a weekly adjusted unit price. The special factor reflects the offeror's profit, overhead, distribution/transportation, price, etc. The USDA Weekly National Carlot Meat Report dated August 2, 2014 will be used to submit pricing and Shelf Life Requirements for each line item on the attached spreadsheet. 6. Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. Provide at least one Government and one commercial business reference. Indicate whether your company worked as a prime or subcontractor, contract value, business reference point of contact, email address, and phone number. 7. Confirm your company's capability to start performance on November 1, 2014. After collection of this feedback, a notice will be issued via the Federal Business Opportunities (FBO) web site www.fbo.gov to announce the award of the bridge contract. Responses to this Sources Sought Notice are due back no later than 3:00 p.m. Eastern Time (Fort Lee local time) on Friday, August 22, 2014 and may be submitted via email to pscc.commodities@deca.mil.
