- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued using simplified acquisition procedures Subpart 13.5 - Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-S-14-0061 and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. The NAICS is 333111 and business size is 500 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-76. The USDA, ARS, Cropping Systems Research Laboratory (CSRL), Lubbock, Texas has the need for a Used Self Propelled Cotton Stripper. The Government will award a firm fixed price purchase order resulting from this request for quotes to the responsible quoter whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors. Our work on improving the productivity of cotton strippers requires that we gauge the effect of our design improvements on the current state of the art machine. Outdated machines, while cheaper, do not meet the engine power specifications, hydraulic system capacity, header design, and field cleaner specifications needed for our work. The Government requires a Used Self-Propelled Cotton Stripper "Brand Name or Equal" to a 2011 John Deere 7460 with the following salient characteristics. Minimum Salient Characteristics: 1. No older than a 2011 year model 2. Total engine hours less than 475 3. 190 hp turbocharged engine 4. Isochronous engine governing curve 5. 8 row x 40 inch modular header with gear drives 6. Double flighted cross auger 7. Header float system 8. Electronic header height control 9. Row trak machine guidance system 10. 60 inch saw type field cleaner 11. Field vision xenon HID lights 12. 200 amp alternator 13. Dual field cleaner trash chutes 14. Camera observation system 15. English decals and manuals (Hard copy or electronic) 16. Any warranties that might apply 17. Cotton Stripper must be located within 100 miles of the delivery address to allow the Government to travel to the location of the equipment to perform inspections. Line Item Schedule: CLIN001- 1 EA Used Self Propelled Cotton Stripper in accordance with the above minimum salient characteristics. Price shall include delivery and setup. Price to include delivery and setup (FOB Destination) to the USDA, ARS, Cotton Production and Processing Research Unit (CPPRU), 1604 E FM 1294, Lubbock, TX 79403. The schedule for delivery, setup and system testing for the equipment to the site is 45 calendar days from receipt of award. Each quoter shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. On company letterhead, quoters shall submit a firm-fixed price quote and a technical proposal that demonstrates the product(s) proposed meets or exceeds the requirements of the Minimum Salient Characteristics. MAKE SURE your Price is provided separately from your Technical proposal. Quoter shall clearly demonstrate its approach to technical ability to meet the requirements of the Specifications, quality, warranty and timeliness of delivery. Include literature sufficient to determine conformance of the equipment to meet or exceed the technical requirements. Provide five (5) references supporting the ability to deliver and setup the equipment on schedule and in quantities requested. Quoters are to provide: Customer; Contract/Task Order Number, Contract type, total contract value, description of work performed, and relevancy pertinent to this requirement, names, telephone numbers, and email address for point of contact. Quoters should send past performance information in the form of a list of references so the Contracting Officer can confirm a quoters ability to deliver. Government references are preferred but will accept commercial references. The quoter shall provide a quotation on company Letterhead. In addition to the completed pricing, the quoter shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the quoters price. Failure to provide the required information in the requested format may result in quotes not being considered for award. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
