- (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-14-Q-60747 applies and is issued as a Request for Quote. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, Effective 25 Jul 2014. (iv) This procurement is unrestricted (full and open competition). (vii) Place of Performance: Facility/campus shall be within a 45 mile radius of the U.S. Coast Guard Yard, Curtis Bay, 2401 Hawkins Point Road, Baltimore, MD 21226. On campus courses are required. The following factors shall be used to evaluate offers: Technical Capability, Price, and Past Performance. When combined non-price factors are more important than price. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the best value. The evaluation and award procedures in FAR 13.106 apply. Technical Capability will be evaluated using the subfactors identified below. Offerors shall provide sufficient information in their quotation for evaluation of these subfactors as they will be used as subfactors in the overall evaluation of Technical Capability: 1. The educational institution/offeror must be accredited by an accrediting agency recognized by the US Department of Education. 2. All instructors, instructional supplies, materials and related activities required for the course must be provided by the offeror. 2. Provide and handle all student evaluations and related activities. 3. Proposed facility capable of handling the number of students per class, including classroom space for all classes, to include tables, chairs, and adequate climate control. Contract Type and Contract Financing: The U.S. Coast Guard, Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. Payment will be based upon the completion of each CLIN. Contract financing will not be considered. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
