Description
Combined Sysnopsis The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for a High Power Laser System This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quotation numbered FA2823-14-Q-0039. The North American Industry Classification System (NAICS) code for this acquisition is 334516 with a size standard of 500 employees. Please identify your business size in your response based upon this standard. In accordance with the FAR Subpart 13.5 offerors are notified that the award will be made to the offer that provides the best value to the government after consideration of technical, price, and delivery aspects of the offer. CLIN 0001 High Power Laser Systems Specifications/ Requirements: QTY DESCRIPTION Two (2) High Power Laser System with the following specifications Parameter Requirement Wavelength 2.95 ± 0.03 µm Modulation True CW operation Output Power Threshold: 1.5W if un-polarized; 1.0W if linearly polarized Objective: 2.0W if un-polarized; 1.5W if linearly polarized Beam Diameter ~4mm (1/e² diameter) at 1.5m from laser output Divergence < 3mrad Beam Shape Circularized with M² < 1.5 Spot must have a circular spot with vertical and horizontal beam diameter ratios within 10% of each other at a distance of 1.5m from laser output. Robustness Capable of withstanding a multiple G (~ 6G) test environment Modulation of Output 5KHz Threshold; > 5KHz Objective Control Rack mount controller; Laser power supply; 40 ft. control cable. Analog Input Analog input attenuation voltages (0-5V) resulting in 10% to 100% power output from each laser. Software Necessary software to control the laser from a PC. Documentation Operation manual; Test report package to include above measurements, provided before product acceptance. All data in test report must also be provided in digital format. Size 12" x 12" x 12" maximum (not to include rack mount control unit) Weight Laser head < 15 lbs, desired In accordance with, FAR 52.212-1(b)(4), offerors are reminded that as a minimum, offers must show a technical description of the items being offered insufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Quoted price should include FOB Destination and be valid through 30 September 2014. Required delivery date is no later than 30 days ARO. Expedited delivery schedules accepted and encouraged.
