- DRAFT SOW - LIFE SAFETY SERVICES FIRE PROTECTION Notice Information Pre-Solicitation/Solicitation Number: SB1341-14-RQ-0153 Agency/Office: National Institute of Standards and Technology (NIST) Location: Office of Acquisition Management Division Title: Life Safety Services - NIST Description(s): PRE-SOLICITATION NOTICE Life Safety Services at the Boulder labs site in Boulder, CO and WWV/WWVB Field Site in Fort Collins, CO. Life Safety Services at Boulder labs site in Boulder, CO and WWV/WWVB Field Site in Fort Collins, CO. Life Safety Services will include: Task Service/Inspection/Maintenance Description 1. Provide CAD/CAM fire related system drawing up-date services. 2. Test 13 Notifier Alarm systems per the requirements of NFPA 72. 3. Perform test and maintenance on the VESDA Aspirating Smoke Detection System in B1 and B81 per NFPA 72 and manufacturers requirements. 4. Perform testing and maintenance on four areas provided with clean agent systems in accordance with NFPA 2001. 5. Provide periodic performance testing on wet and dry pipe sprinkler systems in accordance with NFPA 25 and 13. 6. Provide test and preventive maintenance services on approximately 34 (Boulder) and 2 (Ft. Collins) fire hydrants in accordance with NFPA 291. 7. Provide semiannual inspection and testing of two kitchen hood systems in accordance with NFPA 96. 8. Provide fire door inspection hardware on approximately 32 fire doors in accordance with NFPA 80. 9. Provide labor, material and equipment to perform repair, and or replacement of fire system parts. 10. Perform annual testing and maintenance on the fire suppression systems for 23 chemical/wet benches in the B81 cleanroom per NFPA 12, 72, and manufacturer's recommendations. THIS PROCUREMENT WILL BE 100% SET ASIDE FOR CERTIFIED SMALL BUSINESSES. The primary standard classification NAICS code is 561621 -- Security Systems Services (except Locksmiths) with a small business size standard of $19 million. NIST intends to post a solicitation (Request for Quote) for a firm-fixed price contract for a period of five years. NIST intends for the requirement to include a base CLIN, and optional CLINs. Offerors shall be actively registered in the System for Award Management website at www.sam.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the RFQ on or about August 11, 2014 on FedBizOpps. All Questions and Answers shall be submitted within 15 days of solicitation, and Quotations are due approximately 30 days after issuance of the solicitation. The pre-proposal meeting (site-visit) information will be provided in the solicitation, and will be held in the Auditorium of the NIST Boulder Laboratories, 325 Broadway, Boulder, Colorado. Individuals planning on attending must email patricia.bullington@nist.gov within the time allotment provided in the solicitation. Please prepare to provide the names, company names, and contact information of all those attending. Registration is mandatory to attend. United States Citizens only. The solicitation will be posted to FedBizOpps on or about July 11, 2014. The attachments, Safety Plan, and SOW will be provided in the solicitation, a Draft SOW is provided with this pre-solicitation notice. This requirement is estimated to be valued at approximately $1 million. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list.
