Description
Specifications-10 Span Lateral Move Irrigation System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-RFQ-14-MD15 and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. The NAICS is 333111 and business size is 500 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-76. The USDA, ARS, Conservation & Production Research Laboratory (CPRL), Bushland, Texas has the need for a new 10-Span Lateral move Irrigation System. The Government will award a firm fixed price purchase order resulting from this request for quotes to the responsible quoter whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors. Minimum Specifications: The overall project objectives are to compare crop water use and water use efficiency as affected by irrigation application method (drip or sprinkler) and management (advanced, sensor-driven irrigation automation systems versus manual soil water content measurements). SEE ATTACHMENT FOR COMPLETE MINIMUM SPECIFICATIONS Line Item Schedule: CLIN001- 1 EA 10-Span Lateral Move Irrigation System in accordance with the above minimum specifications. Price shall include delivery, erect the system, start up and demonstration that the system is operating correctly. Price to include delivery, setup and system testing (FOB Destination) to the USDA, ARS, Conservation & Production Research Laboratory, 2300 Experiment Station Road, Bushland, TX79012. The schedule for delivery, setup and system testing for the equipment to the site is 120 calendar days from receipt of award. Each quoter shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. On company letterhead, quoters shall submit a firm-fixed price quote and a technical proposal that demonstrates the product(s) proposed meets or exceeds the requirements of the Minimum Specifications. MAKE SURE your Price is provided separately from your Technical proposal. Quoter shall clearly demonstrate its approach to technical ability to meet the requirements of the Specifications, quality, warranty and timeliness of delivery. Include literature sufficient to determine conformance of the equipment to meet or exceed the technical requirements. Provide five (5) references supporting the ability to deliver and install the items on schedule and in quantities requested. Quoters are to provide: Customer; Contract/Task Order Number, Contract type, total contract value, description of work performed, and relevancy pertinent to this requirement, names, telephone numbers, and email address for point of contact. Quoters should send past performance information in the form of a list of references so the Contracting Officer can confirm a quoters ability to deliver. Government references are preferred but will accept commercial references. The quoter shall provide a quotation on company Letterhead. In addition to the completed pricing, the quoter shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the quoters price. Failure to provide the required information in the requested format may result in quotes not being considered for award. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
