Description
This project is for the HVAC System at the Air Traffic Control Tower (ATCT) Cab at Chicago Midway International Airport, Chicago, Illinois. Furnish all labor, equipment, materials, supplies, permits, and transportation required to perform the work. Work under this transmittal includes but not limited to the following: 1. PREREQUISITES a. The contractor, after the site visit and during the offer process, shall have assessed condition of electrical or environmental control wirings being re-used and determine its suitability for re-use. The contractor shall comply with the latest version of the National Electric Code and local codes. Any deficiencies, solutions, and quote for the cost, shall have been presented during in the bidding process and not after. b. The contractor shall provide electrical hazard safety program in accordance to the latest OSHA regulations for the duration of the project. c. The contractor shall comply with current OSHA and local code requirements for safe lift of all equipment and personnel safety including fall protection. d. The contractor, if necessary, shall provide temporary cooling and heating necessary for the affected area such as to maintain comfort for working personnel and most importantly to keep critical and essential FAA electronic equipment substantially cool. 2. PREPARATORY WORK a. Contractor shall provide two-week activities plans for approval and coordinate all activities, especially in any Air Traffic work areas affected, with the Resident Engineer (RE) or Contracting Officer ™s Technical Representative (COTR), to minimize impact to air traffic. b. Any connections to and affecting the Fire Alarm Panel shall be coordinated by the Contractor with current Fire Alarm Panel Servicer. Procured services shall be part of the quote. 3. REPLACE HVACS SERVING ATCT CAB. a. Field-verify dimensions of replacement equipment to assure fit in regard to transportation through existing spaces and installation on existing pad with consideration for duct termination and reconnection. An addition, field-verify replacement equipment ™s compatibility with existing available power and utility connections, including workability with regard to installation of peripherals such as sensors, switches, etc. b. The SAC-1 and C-1 make-up an HVAC paired unit. The arrangement for SAC-2 and C-2 is similar. Select the most reliable pair to run and manually maintain this designated equipment pair running. The other equipment will be demolished and replaced. c. Pre-make all necessary duct transition pieces. d. Ready all replacement components and demolish the pair designated. e. Demolish equipment, demolish associated refrigerant lines f. Install new equipment with new local disconnects and new wiring from local disconnects to each respective equipment served. g. Install new refrigerant lines and connect to equipment. h. Prepare equipment for switch-over of operation. i. Switch-over manual operation to new equipment. j. Perform same procedure outlines above for the other HVAC equipment pair. k. Reconnect to and complete control through the Environmental Control and Monitoring System (ECMS or DDC system). l. Test system performance for redundancy and the established equipment sequence of operation. 4. REPLACE DUCT HEATERS a. Ready all replacement components and demolish the duct heater designated. b. Install new duct heater and reconnect all peripherals and existing control provision. c. Return into service the new equipment. d. Likewise, replace other duct heater. 5. REPLACE HUMIDIFIERS a. Ready all replacement components and demolish humidifier designated. b. Install new humidifier and reconnect all peripherals and existing control provision. c. Return into service the new equipment. d. Likewise, replace other humidifier. 6. Clean all HVAC Ducts from the Condensers through the Air Handling Units to the Cab diffusers and back from Cab air return (including all peripheral branches). 7. Provide air balancing services to return airflows to original specifications. 8. All wiring and grounding requirements shall be per the latest National Electric Code and FAA Spec C-1217f. SCOPE NOTES: 1. Due to the daily operation required for this facility, provisions, will be provided by the successful contractor, for temporary heating or cooling of the Cab space, the electronic room/s, electrical room, elevator equipment room (and whatever space the subject HVAC serves) to maintain environmental support to the equipment and personnel comfort. 2. Due to the hours of operation required for this facility, during the pre-offer visit, the discussion to determine work schedule and hours of work activity will take place. Each bidder shall bid the project accordingly. 3. Replacement of faulty components such as valves and dampers that are not part of this scope of replacement, shall be as needed and will be addressed as a change order. Damage of components that are not part of this scope of replacement such as valves and dampers, due to contractor ™s careless actions during construction activity, will require replacement at the expense of the contractor. Contract performance time is 120 calendar days, with an anticipated start date of September 29, 2014. The estimated price range for this procurement is between $250,000 and $500,000. INTERESTED FIRMS MUST ATTEND A PRE-OFFER SITE VISIT/MEETING. A DATE AND TIME WILL BE SCHEDULED AND ONLY THE FIRMS THAT ATTEND THIS SITE VISIT/MEETING WILL BE ABLE TO PROVIDE AN OFFER. General contractors must submit their interest in subject project on company letterhead and should include the firm's name, address, telephone number, fax number, email address, and point of contact.
