- The Veterans Health Administration, New York Harbor Healthcare System - New York Campus intends to award a sole source procurement for myAvatar Software upgrade and annual support to software publisher, NetSmart Technologies, Inc., 3500 Sunrise Highway, Great River, NY 11739-1001. This requirement is for the purchase of software licenses, annual maintenance, services and support from NetSmart Technologies, Inc. This is a new contract to upgrade the current system utilized in the Opiate Replacement Treatment Program (ORTP) at the New York Campus. The contractor will a) provide system admin and installation of the Cache Software remotely from NetSmart Offices; b) provide license support for ten users; c) provide on-site and remote training to end users; d) provide maintenance support for one year. The NAICS code for this requirement is 511210 with a size standard of $38.5M. A Request For Information - Sources Sought Notice VA243-14-I-1345 was posted on July 14, 2014 seeking interested parties who may have a compatible alternative and no responses were received, indicating that only one source was reasonably available. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Procurement of this action will be conducted in accordance with the procedures in FAR 13.106(b)(1), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of Intent to award a sole source contract is not a request for competitive quotations and no Request for Quotation (RFQ) will be issued for competitive quotes. The Government will not be responsible for any cost associated with responses. Phone calls will not be accepted.
