- THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS) has a potential need to continue the use of the consortium membership with academia and industry members. The Energy Independence and Security ACT of 2007 (PL 110-140) Title VII, Subtitle B-Carbon Capture and Sequestration Assessment and Framework, the USGS EERSC, Geologic Carbon Sequestration Project charged with providing a detailed national assessment of storage potential carbon dioxide in geologic formations. The EERSC is requesting a membership renewal to continue work to better understanding of combined enhanced oil and gas recovery with CO2 sequestration or utilization of CO2 for enhanced recovery of oil, mixed gas injection processes. Project in the fields to enhanced recovery of oil and gas combined with CO2 storage, mixed gas injection processes, the development of monitoring technologies for all classes of geological storage, and the characterization of both near-well and distal geochemical processes during CO2 injection. During the contract period of performance faculty and students of the consortium will work collaboratively in addressing issues of interest to the USGS CO2 sequestration project. The consortium is responsible for planning work, coordinating work with USGS scientists, and conducting the research. Workshops and other information if needed will be provided to the Project Chief to identify any potentially controversial matters. The consortium membership provides the following essential benefits: 1. Focused research workshops organized to bring together experts from across the globe to discuss an important specific research topic related to carbon storage; 2. Detailed national assessment of storage potential carbon dioxide in geologic formations; 3. Better understanding of combined enhanced oil and gas recovery with CO2 sequestration or utilization of CO2 for enhanced recovery of oil, mixed gas injection processes. 4. An invitation to the CPGE annual review meeting at which ongoing research projects funded by the USGS and others will be presented by faculty, students, and postdocs. The consortium membership provides the following deliverables: 1. The consortium is responsible for planning work, coordinating work with USGS scientists, and conducting the research. The consortium will provide USGS with progress reports to the Project Chief and identify any potentially controversial matters. 2. In addition, the consortium will provide to the USGS access 1) to focused research workshops organized to bring together experts from across the globe to discuss an important specific research topic related to carbon storage; 2) to short courses on topics related to on-going research; 3) to the consortium website with videos of presentations of interest made at weekly consortium meetings by students, faculty, and post-docs; and 4) an invitation to the consortium annual review meeting for the at which ongoing research projects funded by the USGS and others will be presented by faculty, students, and postdocs. The North American Industry Classification System (NAICS) code is 541712 and the size standard is 500 Employees. All business concerns who believe they can responsibly provide this type of membership should submit the following information to the contracting officer. 1. Capability statement describing corporate expertise and technical qualifications in the work described above. 2. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor, Cage Code, and D&B Number. 5. Any other information that will prove the vendor is capable of performing the required effort. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration by August 12, 2014. Responses that do not comply with these procedures will not be considered. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals.
