- THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code is 334220 DESCRIPTION OF THE REQUIREMENT: The Charlie Norwood VAMC is looking for small businesses that are capable of 2 each Hospital Incident Command Center mobile units that provides basic incident command functions to be established at multiple locations dependent upon disaster situations. The salient characteristics are as follows: - Meets requirements to establish incident command center operations quickly and at multiple locations. - Can be easily set-up by current staff and can be used for actual emergency operations or for training events. - Enhances Comprehensive Emergency Management Program (CEMP) Critical Capability 1.1: Systems-based approach to the development, implementation, management and maintenance of the comprehensive emergency management program; 2.1.2: Response and coordination efforts for the emergency operations center activation and incident management and 6.1: support of the VA-DOD/NDMS contingency hospital system. - The functionality of this particular unit would allow power, phone and Ethernet capabilities, even while the cart was in storage. - The Augusta VAMC is designated as a secondary support center to the Fort Gordon Federal Coordinating Center of the National Disaster Medical System. This mobile command unit would allow for command center operations at patient reception areas if the NDMS/FCC is activated. - This mobile capability increases the role of computer based patient tracking and registration processes POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements by 12 August, 2014 to: Department of Veterans Affairs, VA Southeast Network - VISN 7 ATTN: Bruce Jackson, Augusta, GA 30901. Responses should be received no later than 9:00 AM EDT. Submissions must be made via email to: Bruce.Jackson2@va.gov. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER 12 August, 2014. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION).
