Description
The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for Office of Information & Technology, Employee Education System (EES). The TAC intends to award a sole source, firm-fixed price contract to Softech Worldwide LLC, 47378 Westwood Place, Sterling, Virginia 20165 for the purchase of a one-year enterprise software license for the Content Distribution Network (CDN) web application software currently in-use by VA for employee training. VA requires an enterprise license to continue the use of the application that provides a web portal for the CDN system. The CDN is an extension of the VA Knowledge Network (VAKN) sponsored by the VA Learning University and EES. CDN is an enterprise system that delivers VAKN broadcasts and Content-On-Demand videos to employee desktops across VA via internet protocol. The enterprise license covers the production web application with all its components, development and test servers, and up to 350,000 users. This is strictly a software license acquisition that will allow VA to utilize the currently fielded CDN system. Operation of the CDN system must continue uninterrupted to ensure that VA employees can continue to remotely take the appropriate training courses necessary to provide the highest level of support and care to our Nation's Veterans. The proposed action will allow the CDN to maintain operational status, and continue to operate the current CDN web application software, until such time that it can be upgraded or replaced. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The primary North American Industry Classification System (NAICS) is 541511 size standard of $27.5M. This notification shall close on August 22, 2014.
