- The US Army Medical Research Acquisition Activity (USAMRAA) in support of the National Museum of Health and Medicine (NMHM) intends to negotiate a sole source acquisition for Historical Literature published by Broadfoot Publishing Company. NMHM seeks to acquire three (3) sets of the Medical and Surgical History of the War of Rebellion (MSHWR), consisting of 15 bound volumes per set, as well as one (1) set of the Roster of Confederate & Union Soldiers 1861-1865, consisting of 49 volumes per set. Two of the sets of MSHWR will be used the museum building 178, to accommodate accessibility and concurrent use on both floors, for all museum staff. The other set is requested for building 2500, as the current archives set is in heavy rotation and the archives would like to maintain a reserve (non-circulating) set as part of the permanent collection. The MSHWR sets contain unique and valuable information about US military medical history, unavailable elsewhere. The Roster of Confederate & Union Soldiers is intended to augment the reference resources of the NMHM. These books will provide invaluable information about Civil War soldiers for staff researching documents, artifacts, and specimens in the NMHM collection. These reference books are used by NMHM staff collections, public affairs, exhibit, and public program departments on a daily basis in fulfillment of our DOD mission, in particular the areas of research and education. The NMHM responds to over 200 research requests per year, on a variety of medical, military, and historical topics, from persons within the DOD, the federal government, academic researchers, and the general public. RFQ W81XWH-14-T-0416 will be issued for brand name items only. The North American Industry Classification System (NAICS) for this requirement is 511130 and the size standard is 500. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
