- This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals under the authority of 41.U.S.C. 3304 (b)(1) as set forth in Federal Acquisition Regulation FAR 6.302-1(a)(2)(i)(c). The government intends to enter into a firm fixed price award with University of Virginia, PO Box 400195, Charlottesville, VA 22904-4195, and DUNS Number 065391526. The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.. The NIH and NINDS, DIR, Neurosurgery Program has established a first-of-its kind Neurosurgery Residency Program (NSRP). The NSRP received accreditation from the Accreditation Council for Graduate Medical Education ("ACGME") in January 2010. The primary goal of the NSRP is to train academic neurosurgical leaders with the ability to perform world-class neuroscience research throughout their careers, as well as successfully compete for grant monies and develop a strong independent research effort upon completion of their residency training. To accomplish this objective, the NIH, as the sponsoring institution, is partnering with the University of Virginia (UVA). NIH is the sponsoring institution with the University of Virginia as the program partner. The Program is a seven-year residency program with three full years at the UVA for clinical training, three full years at NIH for research training and one year split between NIH and UVA for clinical training. The development of the NSRP allows NIH to select residents with a dedicated research interest and commitment to academic neurosurgery. The purpose of the sole-source contract is to reimburse the UVA for program related services rendered in carrying out the NIH Neurosurgery Residency Program. Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. Written responses to this notice shall contain sufficient documentation to establish a bonafide capability and compatibility to fulfill the requirement. A complete statement of work is attached for reference. The intended procurement will be classified under North American Industry Classification System Code 611310 Colleges, Universities and Professional Schools with a size standard of 25.5 million. The Government shall consider all responses received prior to the close date of this announcement. All responses must be received no later than August 20, 2014 at 1:00PM, Eastern Standard Time.
