- Description
- The Defense Logistics Agency Energy Aerospace Energy (DLA FEM) intends to execute a sole-source procurement for the production and storage of Inhibited Red Fuming Nitric Acid (IRFNA), delivered f.o.b origin into Government-owned drums and /or customer-owned drums, as well as to provide maintenance and storage of the Government-owned drums, in support of mission requirements to Chemicals Incorporated. As stated under FAR 6.302-1, statutory authority for this contracting action is 10 U.S.C. 2304 (c)(1), The head of an agency may use procedures other than competitive procedures only when the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. This solicitation is intended to result in a five (5) year firm fixed price, requirements type contract. All responsible sources may submit a capability statement which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation and its attachments will be posted to FedBizOpps at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Anticipated posting date of the solicitation is approximately 15 September 2014. No hard copies of the solicitation will be mailed. Proposals must be submitted in the format specified in the solicitation.
