- The 409th CSB Theater Contracting Center intends to award a Firm-Fixed-Price contract to provide Land Mobile Radio (LMR) maintenance and repair services for the Installation Command -- Europe. The LMR repair and services for Government-Owned LMR equipment encompasses the Directorates of Emergency Services (DES), Fire Protection Services (FPS), 9th Military Police (MP) Detachment, Protective Services Detachments (PSD) from HQ USAREUR, Africa Command (AFRICOM), National Atlantic Treaty Organization (NATO) Brussels and the Strategic Air Command (SACEUR). This effort will help to maximize the availability and effectiveness of U.S. Army Government-owned LMR communications. The NAICS code for this requirement is 811310. Complete details will be outlined in the Statement of Work (SOW)/Specifications provided in RFP W564KV-14-R-0025 to be released on or about 25 August 2014. This acquisition is being procured on a full and open competition basis using Federal Acquisition Regulation Part 12 and Part 13.5. The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is: https://www.sam.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at: https://www.sam.gov in conjunction with required registration in the CCR database. All responsible sources may submit a proposal that will be considered by the agency. Responses must include all information requested in the written RFP.
