Description
Correction - This action was originally publicized on 04 Nov 2013 and amended on 23 Dec 2013 in Fed Biz Ops. The US Army released the DRAFT Request for Proposal (RFP) for the Common Infrared Countermeasure (CIRCM) Engineering and Manufacturing Development (EMD) effort on 06 Feb2014 and Amendment 0001 on 19 Jun 2014 via Army Single Face of Industry (ASFI). The purpose of this modification is to change the CIRCM EMD contract type, change period of performance including Contract Options 1-14, change the delivery schedule for the CIRCM A-Kits and B-Kits, and change the POC for Security Classification Guidance. All other information publicized in the original synopsis is unchanged. The CIRCM EMD effort was originally synopsized as a hybrid Firm Fixed Price/ Cost-Plus Fixed Fee (with Technical Performance Incentives) contract. The Government intends to release a Final RFP for the CIRCM EMD effort to award a hybrid Cost Plus Fixed Fee (with Technical Performance Incentives)/ Fixed Price Incentive (Firm Target)/ Firm Fixed Price contract. If some or all of the Contract Options 1-14 are exercised, the period of performance may be extended to a total of eighty (80) months. During the EMD phase the contractor must deliver eight (8) CIRCM A-Kits and twenty-one (21) CIRCM B-Kits. The first five (5) CIRCM A-Kits must be delivered no later than seven (7) months after contract award and the last three (3) must be delivered no later than seventeen (17) months after contract award. The first seven (7) CIRCM B-Kits must be delivered no later than six (6) months after contract award; the following five (5) must be delivered no later than seven (7) months after contract award; and the last nine (9) CIRCM B-Kits must be delivered no later than fourteen (14) months after contract award.
