- This is a pre-solicitation synopsis for National Stock Number 4210-01-620-2962. This item is a fire extinguisher. Market research was conducted and multiple small businesses expressed an interest in this item. Therefore, this procurement will be set aside 100% for small business. Twenty-five hundred (2,500) extinguishers will be bought as this acquisition is a fixed qty acquisition with no option years. This fire extinguisher is made to a military specification and is considered non-commercial. There are two rounds of testing. The first round will be contractor first article testing. This testing will be done on 26 HFFE fire extinguishers, which will be witnessed by the government QAR. After this testing is completed, the contractor shall enter a test service agreement with the US Army Aberdeen Test Center (ATC), Threat Detection and Systems Survivability Fire Protection and Life Safety. A total of 8 test articles are required for Class B fire extinguishment testing. The source selection method to evaluate offers will be Low Price Technically Acceptable (LPTA). The production lead time will be between 180 & 240 days after date of award exclusive of FAT and between 300 and 330 days after date of award inclusive of FAT (FAT evaluation & approval time approximately 90 days). The Inspection & Acceptance points will be origin. Offerors must submit unit prices based on FOB Destination (inclusive of freight charges). In order to be considered for an award, unit prices must be provided for all line items including the First Article units. The Request for Proposal is anticipated to be issued 15 days after the date of synopsis posting with a 30 day response time. The Military Specification for this item will be available on DIBBs when the RFP is posted.
