- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Biology Branch (RBB), plans to procure on a sole source basis an upgrade to the SHIM coil system to homogenize the magnetic field of the 3.0 T MRI system previously purchased from Boston MR Inc., 20 Main Street, Acton, MA 01720, USA. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Delivery of the instrument shall occur 30 Days after receipt of order (ARO) The Radiation Biology Branch (RBB) is involved in developing methods to profile tumors on a physiological and metabolic basis so that it will allow profiling the tumor microenvironment to allow choosing appropriate treatments and also follow treatment responses at an early stage. For this purpose RBB acquired a small animal; imaging system from Boston MR, Inc., which is cryogen free and operates at a magnetic field of 3.0 T. For optimal operation at 3.0 T, the magnetic field is augmented with SHIM coils to homogenize the field specifically at 3.0 T. The unique feature of this magnet system is that it has the capability of operation at any nominal field between 0.1 T - 3.0 T. RBB has obtained experimental evidence that for some studies, it is advantageous to conduct the studies at 1.0 Tesla. This requires augmenting the magnet system with an additional SHIM system to homogenize the field when the magnet is operating at 1.0 T. Contractor shall: Provide SHIM coils to augment the currently Government-owned magnet, which currently operates at 3.0 T to enable operation at 1.0 T. Boston MR, Inc. has unique technology in designing magnets in a cryogen free approach unlike conventional superconducting magnets. Since the magnet design is proprietary technology of Boston MR, Inc., SHIM systems which are necessary for homogenizing the field can only be purchased through them. Therefore, Boston MR, Inc. is the only vendor that can meet the Government's needs. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 20, 2014. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
