- SOURCES SOUGHT THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with this notice. The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is conducting Market Research to contractors that possess the capability to provide professional services in support of advancing the community resilience mission and promoting national disaster risk reduction. Services under the Community Resilience Technical Assistance will contribute to greater understanding of community resilience; the elements of successful resilience strategies; the identification of resilience measures; and the application of resilience strategies throughout the nation and across community networks. The contractor must have prior experience in the elements of resilience detailed in the report entitled Disaster Resilience: A National Imperative; have the prior experience and capability to build upon the work of the Resilient America Roundtable and have a thorough understanding of the principles of mitigation and resilience, as articulated in the National Planning Frameworks. The contractor must have the level of expertise to analyze and apply national preparedness policy and current research to improve and evaluate strategies and activities to motivate individuals, social and civic networks, and communities to take actions for preparedness and resilience. The contractor must have the level of expertise to analyze and apply national preparedness policy and current research to improve and evaluate strategies and activities to motivate individuals, social and civic networks, and communities to take actions for preparedness and resilience. The contractor must have the capability to convene and facilitate the exchange of information and best practices among scientists, practitioners, the academic community, international partners and governmental and non-governmental policy makers concerned with urgent and important issues related to natural, technological, and other disasters. Key components of this requirement includes: Consulting Services- provides assistance in scoping emerging topics, including assembling experts through the Resilient American Roundtable to provide their input for new workshops and studies, analyses, development of resilience strategies or reports related emerging topics. Evaluation of Technical tools and methods- evaluate the effectiveness of efforts to support community resilience efforts and programs identified above. Evaluation services may include the direct exchange of information and best practices with national, state, local and international programs; analysis of strengths and weaknesses; recommendations for improvement; strategies to replicate assistance in other communities and regions; and documentation and reporting. Interested parties may submit a capability statement to demonstrate interest and the ability to meet this requirement. The capability statement shall be no more than 3 pages in length and sent via email only to the Point of Contact listed below. CAPABILITY STATEMENT 1. Provide at least 3 projects to demonstrate your ability to perform disaster related services as described above. 2. Describe efforts as it relate to advancing community resilience and promoting disaster risk reduction. 3. Describe personnel capable of planning and convening roundtable discussions focusing on issues related to natural, technological, and other disasters. 4. Provide name of contractor and the following: a. Point of Contact; b. DUNNS Number and CAGE Code; c. Address; d. Telephone Number; and e. NAICS code as registered in the System for Award Management.
