Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, three separate stand-alone contracts to Management and Engineering Technologies International (METI), New Directions Technology (NDTI) and Science Applications International Corporation (SAIC), for the procurement of program management support services in support of the PMA-205 program at Naval Air Systems Command in Patuxent River, MD. These efforts will include program management support to satisfy tasking in the full life-cycle acquisition support of training systems to include naval strategic and operational objectives and for acquisition program management of ACAT programs, AAPs, Non Acquisition programs and training systems acquisition under larger platform ACAT programs. The requirements for these services are currently contracted through three separate task orders under the Seaport-e Multiple Award Contract (MAC) which expire on 29 August 2014. A competitive follow-on acquisition is under way to combine these requirements into one, with an estimated award date of 1 September 2014. These subject sole source task orders will be awarded under the authority of FAR 6.302-1 (Only One Responsible Source) and will ensure continued support of the critically needed services until the follow-on competitive action is awarded and will allow for a mobilization period. Options will be included in these task orders to account for any unforeseen delays in the competitive source selection. The incumbents are the only known available sources with the ability to provide the required services in a timely manner to ensure immediate and continued support. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government ™s intent to contract on a sole source basis with METI, NDTI and SAIC. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Anthony McEntegart, anthony.mcentegart@navy.mil in an electronic format that is compatible with Word 2010, no later than 20 August 2014 at 1600 EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If conducted as a sole source procurement with METI, NDTI and SAIC, no further synopsis will be provided.
