- Description
- The Bureau of Indian Affairs (BIA), via Bureau of Indian Education (BIE), has a requirement to support the BIEs mission and Public Law 107-110 to provide computer-based adaptive assessments to the students it serves, in an effort to ascertain and improve the educational effectiveness of the teaching and learning that takes place within BIE schools. The assessment will be administered to 174 elementary and secondary schools, grades K through 12, funded by the BIE (approximately 42,000 students). These schools are located on or near 64 reservations in 23 states. The vendor shall be able to procure, administer, and score the assessments, as well as perform the logistical work required in securing the assessments and training educators on their appropriate implementation. The vendor will further facilitate the BIEs involvement in psychometric activities in state and district/school level events related to assessments. Tasks include, the delivery of computer-based assessments that measure student achievement levels in mathematics, English/language arts, and science, aligning assessments with Common Core Standards, developing a series of test administration protocols to include a test administration manual, provide training to instruct BIE school staff on the proper administration of the assessments, provide statistical analyses of BIEs student assessment results after the completion of each testing window, provide student-level assessment information that is easily understood by parents/guardians and educators for evaluating the students level of academic achievement, provide aggregate-level information at the classroom level to educators for evaluating the performance of students in all assessed areas, provide multiple professional development opportunities to BIE schools to include web-based and on-site offerings, provide an online learning platform that is designed to extend school learning plans and help staff utilize the assessments, provide on-site test administration workshops to all schools unfamiliar with administration assessments. Additional requirements will be available in the Request For Proposal (RFP). The RFP will be available on FBO on or about August 11, 2014. No set-asides will be used for this solicitation. The BIA expects to award a Firm-fixed-price contract with a base contract year and four option years. However, travel may be required, and will be reimbursed in accordance with Federal Travel Regulation under an additional contract line item number (CLIN). The contracting officer will use the policies in Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15.
