Description
Request for Capability Statement The United States Transportation Command (USTRANSCOM) seeks to identify and obtain information from responsible sources with regards to Transportation Financial Management System (TFMS) modernization. Specifically, your inputs will be used to help develop the Government's acquisition strategy in support of this requirement. This announcement is not a Request For Proposal/Quote (RFP/RFQ) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Interested vendors should submit responses to Ms. Beth Ruckwardt at elizabeth.m.ruckwardt.civ@mail.mil AND Mr. Belfield Collymore at belfield.c.collymore.civ@mail.mil no later than 9:00 a.m. Central Time on 18 August 2014. Please limit your response to 10 pages, one‐inch margins, Times New Roman, and 12-point font. 1. Describe your past performance relating to successful efforts performing software development for a system based on Oracle Financials, version 11.x and 12.x. 2. Describe your past performance relating to successful efforts of upgrading a system based on Oracle Financials from version 11.x to 12.x. 3. Describe your technical approach to test development effectiveness for an Oracle Financials upgrade from version 11.x to 12.x. 4. Describe your past performance relating to successful efforts performing management of projects delivering a system based on Oracle Financials. 5. Describe your past performance relating to successful efforts performing analysis and design for a system based on Oracle Financials supporting military and commercial customers. 6. The draft Performance Work Statement (PWS) requires the management and execution of a multi-year project as well as the delivery of capabilities on time and within budget in a dynamic environment with evolving requirements, scope, and priorities. a. Identify elements within the draft PWS that, in your opinion, may represent risk and will require further amplification from the Government in order to ensure successful delivery. b. Describe how you would satisfy the government's requirement to upgrade an existing system operating in Oracle Federal Financials version 11.5.10 to 12.x prior to version 11.x end of life support in December 2015. Include the technical approach and test development effectiveness. c. Oracle Federal Financials version 12.1.x end of life has been published as December 2019. The government intends to upgrade to 12.2.x prior to this date. Describe the feasibility of directly upgrading (skip 12.1.x) to 12.2.x prior to December 2015 including technical approach and test development effectiveness. d. The December 2015, 11.x end of life date is set. Describe any recommended development mitigations to manage schedule risk given the end of life date. e. Describe how you would satisfy the government's Financial Improvement and Audit Readiness (FIAR) requirements prior to FY16 and in parallel to the 12.x Oracle upgrade (question 7.b). 7. Describe your staffing approach to recruit and retain qualified functional and technical resources to staff an extended IT system development project in the Scott AFB location. The development environment associated with TFMS is physically located at Scott AFB and does not support remote access. Recommend any alternatives that would facilitate desirable staffing outcome given the environment. 8. The Government identified NAICS code of 541519 - Other Computer Related Services for this task. Please identify whether you would qualify as a Large Business or Small Business. If you feel a more appropriate NAICS code should be considered, identify the NAICS and your business size under that NAICS code. 9. Please identify potential contract vehicles the Government should consider when making an acquisition strategy decision. 10. Please suggest a contract type (firm fixed-price, cost, labor hour, etc.) given the level of detail provided in the draft PWS, Requirement Traceability Matrix (RTM), Work Breakdown Structure (WBS), and the data package including all technical specifications. 11. Additional information on the current TFMS configuration: Current Oracle e-Business Suite: version 11.5.10 RICEW Count Extensions: 62 Inbound Interfaces: 11 Outbound Interfaces: 7 Reports: 77 Workflows: 5 Total: 162 ***Supporting documentation is available by request and downloadable from the AMRDEC SAFE website.
