Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) for Mobile Command Center, contractor to provide all management, labor, supplies, materials and equipment necessary to perform work outlined in Salient Characteristics below. All work shall be performed in strict compliance with the included specifications and all other terms and conditions incorporated herein. NOTE: THIS RFQ IS 100% SET ASIDE FOR SMALL BUSINESS. The NAICS code for this procurement is 336120. The size standard is 1000 employees. Salient Characteristics: Fort Huachuca Mobile Command Post 1. DIMENSIONS: 1.1. Trailer Dimensions 1.1.1. Interior Width: 97.5 quote mark quote mark 1.1.2. Interior Height: 84 quote mark 1.1.3. Overall Length 40' 1.1.4. Overall Height 13' (approximately) 2. SPECIFICATIONS: 2.1. Axles 2.1.1. Body shall be composite construction with superior finish, extremely hail resistant with exceptional surface for graphics adhesion. 3.2. Body shall be constructed entirely of quote mark corrosion proof quote mark materials to insure long service life, especially in areas where salt is used to treat road ice. 3.3. All joints and seams shall be sealed and weather-proofed 3.4. Completely enclosed underbelly for compartment storage & mast support systems (approximately height 26 quote mark ) 3.5. Compartment Doors: Exterior storage compartments shall be top-hinged with interior lights. All compartment doors to be keyed alike. Exterior of door is FRP. All compartments are water tight and custom built per spec. 3.20. Nose area over hitch, shall be accessed by 2- doors (one on each side) and provide storage. 3.21. Flooring is seamless throughout trailer 3.23. WALLS 3.23.1 quote mark Urethane insulation board w/radiant barrier shall be installed in the walls 3.23.2. Cover interior body side posts with quote mark grade hardwood plywood sub- wall to be mounted with flush head mechanical fasteners spaced on a maximum of 16 quote mark centers. 3.23.3. Wall Covering - Fiberglass Reinforced Panel (FRP), smooth white finish 3.23.4. Interior partition walls to have radius corners, full sheet laminates with no edge moldings at door openings for ease of sanitation and general cleaning, Customer to choose color 3.24. STRUCTURAL SUPPORT 3.24.1 Provide additional steel bows below FRP roof at (1.2 meter) V-Sat mounting location and structural framing in rear wall to support 2- pneumatic masts (40 Foot) for post-delivery installation. 4. ELECTRICAL SYSTEM - 12VDC: 4.1. 3- AGM Batteries on pull-out tray 4.2. LED Taillights (2-sets) and Marker Lights 4.3. Install 5 clearance lights on each (3 is standard) 4.4. Trailer light plug 4.5. 6 point automatic hydraulic leveling jacks 24,000 LBS per jack 4.6. 12V LED Lights throughout ceiling & under overhead cabinets, Ceiling lights switched at each room w/dimmer control. 4.7. Overhead cabinets above work stations will have both white and red LED lights 4.8. Exterior porch light at entrance doors 4.9. Install 4- LED Scene lights (two on each side) 4.10. 4 quote mark x7 quote mark LED Red/blue emergency lighting (4 @ each side & 2 @ rear) 4.11. 1-90-Amp power converter w/battery charging circuit 4.12. All wire bundles to be tied with trimmed nylon cable ties 4.13. All added wiring to be protected from chafing and abrasion 4.14. Complete 12VDC system and electrical appliances will be to 5. ELECTRICAL SYSTEM-120V: 5.1. 20kW Commercial Diesel Generator in Quite Box mounted below nose, mounted between landing gear jacks. 5.2. 94 gal Diesel tank for generator fuel, mounted in under floor storage area 5.3. 100 Amp Electrical Panel with shore power cable. Switching between shore and generator power. 5.4. Duplex receptacles, placement of electrical outlets at area of workstations to be mounted below counter top w/ grommet as customer preference 5.5. Install duplex receptacles at each TV mounting area 5.6. Interior Wiring Specifications All wiring shall be routed in such a manner as to permit easy access into raceways and conduit to facilitate maintenance and troubleshooting should it be necessary. All AC and DC wiring shall be integrated in a manner that prevents AC induction in the DC distribution. 5.7. All wiring to include AC, DC HDMI shall be run in a manner where there shall be no splices between devices and be labeled on device and source end. 5.8. All wiring, to include connectors, terminal, and lug devices shall be in accordance with NEC and will meet all appropriate, applicable electrical codes and recognized industry standards. 5.9. All AC and DC electrical devices shall be of minimum specification to UL, Underwriters Laboratory recommendations 5.10. Where wire passes through sheet metal, bulkheads, and structural supports, plastic grommets shall be utilized to protect wiring and wiring looms. 5.11. All wiring shall be supported with trimmed nylon ties or industry standard equivalent. 6. COMMUNICATIONS / IT WIRING: 6.1. All Ethernet runs shall consist of 3-RJ-45 outlets per plate utilizing CAT-6 cabling, terminating at a patch panel in IT rack. 6.2. Pre-wire CAT-6 cabling from IT rack to each TV mounting area with 6 foot service loops 6.3. Install Ethernet connection (RJ-45) inside an external compartment on road side and curb side for exterior connection to IT rack 6.4. Pre-wire for customer supplied radios, including 12-V positive and negative of proper gauge to handle load, RG-8 for antennas from radio head locations to rail system on roof w/3' spacing between antennas 6.5. Pre-wire for twin pneumatic masts mounted at rear 6.6. Pre-wire as needed for satellite Direct TV system and V-Sat communication system. 6.7. All communication wiring shall be shielded and routed separate from high voltage wiring to minimize quote mark white noise quote mark. 6.8. Provide 120-v power and Ethernet connections for 6 laptops via a flush top quote mark pop-up quote mark junction box in conference table. 7. HEATING /AIR CONDITIONING: 7.1. 4- Roof mounted direct-discharge 15,000 BTU A/C's w/heat strips 7.2. 3- Electric Forced Air Heaters (110 volt) at floor level, with one at each entry door to help prevent surging cold air from entering cabin upon entry & exit. 8. CABINETS: 8.1. All interior base and overhead cabinets to be custom built, powder coat aluminum with radius corners where feasible. Overhead cabinet doors to provide dry erase surface. 8.2. All drawers and cabinets with locking mechanism to secure cabinet doors & drawers while vehicle is in transit. 8.3. All cabinet doors to include hidden hinges, overhead cabinets to include door system to hold cabinet doors open. 8.4. Provide custom built conference table (3' x 6') offset to road side 6 quote mark. 9. COUNTERTOPS: 9.1. All interior countertops to be custom built with using cabinet grade, hardwood veneer plywood covered with high impact laminate. 10. CONVERSION: 10.1. Custom build out as per client's specifications provided 10.2. Custom built aluminum, commercial quality, roof ladder mounted to rear center wall. 10.3. Use of Pocket doors with dual direction soft-close mechanisms, saves space and provides privacy. 10.4. 3- Hydraulic flush floor slide rooms with self regulated pressure stops, for proper sealing of gaskets when in travel or deployment mode. Glide rooms to have proprietary wiper system at topper manufacturer's requirement to prevent leaking and defeat ice build-up when rooms are extended. 10.5. Glide rooms to have windows on sides only. 10.6. Wall above countertop at work stations in glide rooms to be dry erase. 10.7. Provide 2- TV mounts (42 quote mark ) suitable for mobile application on front wall and 1- 42 quote mark to 47 quote mark on rear wall 10.8. Provide 2-Full Height IT racks with glass doors & cooling fan set 10.9. Aluminum step and hand rail system. Ability to hook steps to entry door side wall. All Components are integrated into the completed vehicle and installed by the coach manufacturer. 12.2. Vehicle shall conform to the Health and Safety Criteria encompassed in the American National Safety Institute (ANSI) Standard No. 119.2 and the National Electric Code ANSI / NFPA No. 70. 12.3. Trailer build shall be of a total commercial grade, designed and built to customer's specifications. 12.4. Includes a Ford 550 Diesel flat bed truck with gooseneck hitch. 12.5. Generator & fuel tank engineered to mount between front landing gear for a lower center of gravity and ease of towing. Also provides for full storage in nose of trailer.
