- Attachement 1 - Draft Statement of Work (SOW) for End User Support (EUS) Services THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the USPTO is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Responses and submissions will become Government property and will not be returned. Not responding to this RFI does not preclude participation in any Request for Proposal (RFP), if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Interested parties should have current registration in the System for Award Management database at https://www.sam.gov. The United States Patent and Trademark Office (USPTO), Office of the Chief Information Officer (OCIO), seeks to obtain information from potential small business sources for the continued requirement of Information Technology (IT) End User Support (EUS) Services. These services are necessary in maintaining Operation Readiness of the USPTO's automated systems and the underlying IT infrastructure. Requirements include but are not limited to: Desktop Deployments and Moves, Desktop Field Support (DFS), Warehouse Operations, Audio/Visual (A/V) Technical Support, Technical Writing, Testing and Evaluation of Hardware, Security Operations and Enterprise Monitoring Support, Release Control Branch (RCB) Support, Inventory Support Team, Remote Site Support, Network Operations and Cabling, and Collaboration Services and Support. Additionally, the objective of these services and any future requirements of this project is to insure the USPTO has available the resources needed to carry out its mission. The associated North American Industry Classification System (NAICS) code for this acquisition is 541513 (Computer Facilities Management Services). The small business size standard is $25.5M. The incumbent is Evolver, Inc. under Contract No. DOC50PAPT0901027 with an estimated total obligation amount of $104,954,826.25 over a 5-year period. Information Submission Instructions: Interested capable businesses should submit a copy of their company's capability statement in response to the RFI. Capability statements should not be general in nature but should be specific and pertinent to the requirement. The submission shall include the following: 1. Company name 2. Contact Information (POC info, corporate address, phone number and website) 3. Business size 4. Business SBA classification(s) (i.e. 8(a), Service Disabled Veteran-Owned (SDVO), Woman-Owned, Hubzone, etc.) 5. DUNS number/Cage Code 6. GSA Schedule Number, if applicable. 7. Please provide a minimum of three (3) and no more than five (5) references with capabilities as it relates to the requirements stated in the attached draft Statement of Work. Three (3) references must have been performed as a Prime Contractor. Responses should include past performance references of similar size, complexity, and scope, which were performed within the last three (3) years. Please note: USPTO's Service Level Agreement (SLA) for problem ticket resolution is 4 business hours. References must address at a minimum the same or stricter SLA and the average number of tickets (Incident, Problem, and Change) that the contractor resolved per month. References should indicate the name of Agency, Contract Number, POC, Email, Phone Number, and whether you were a prime or subcontractor. If work was performed as a subcontractor, please state the percentage of work performed by you. For each reference provide the Section of the draft SOW which past performance was performed. Page Limitations: Your capabilities statement shall be limited to ten (10) single-sided, single spaced, 12 point font minimum pages. The cover letter and the table of contents are not included in the page count. Please do not embed documents within the document. Any pages exceeding the ten (10) page limit will not be reviewed. This is a request for information purposes and to identify potential sources. Questions will not be taken at this time. Please refer to the FBO and the USPTO website for possible posting of the Request for Proposal (RFP), any amendments, Questions & Answers (Q&As), and award notice to this RFI. Notice Regarding Solicitation: As a result of USPTO's exemption from the Competition in Contracting Act, the above requirement may or may not be procured using the Alternative Competition Method in accordance with Patent and Trademarks Acquisition Guidelines (PTAG) Part 6.1.1, http://usptocorp/CFO/Procurement/Policy/Lists/PTO%20Procurement%20Memorandums/DispForm.aspx?ID=28, and the Patent and Trademark Office Efficiency Act 35 U.S.C.2(b)(4)(A).
